134 <br />COUNCIL MEETING APRIL 26, 1993 <br />7. The boat launch is 50 feet plus. <br />8. We will be launching 30 foot and 40 foot boats on our world <br />class ramp. <br />9. There will be 30, 40, 50 or a 100 people using the boat <br />ramp. <br />10. The lake parcel on West Shadow Lake Drive owned by 17 <br />nonresident homeowner's is divided into 17 different <br />parcels. <br />11. Our 17 park side homeowner's are less responsible than the <br />17 owning the above mentioned parcel. <br />12. Our association members are not paying taxes on Outlots A <br />and B. <br />Ms. Ostergren written statement includes her response to these <br />misconceptions. <br />Ms. Ostergren addressed the Council work shop meeting process. <br />She noted that she has attended several of these meetings and it <br />appears that this is when decisions affecting residents lives are <br />made. These sessions are not televised and are held at <br />inconvenient times for a majority of the population. The <br />sessions are not public hearings so that residents are not <br />allowed the opportunity to ask pertinent questions nor clarify <br />inaccuracies made by elected officials and staff. Ms. Ostergren <br />said she opposed these meetings and asked that this process be <br />changed so that the public can see decisions being made in City <br />government. <br />Ms. Ostergren addressed agenda item No. 3H, SECOND READING, <br />Ordinance No. 93 - 04, Amending the Lino Lakes Zoning Ordinance <br />by Repealing Public and Semi -Public Uses from Various Zoning <br />Districts Within the City and noted that this proposed ordinance <br />is a direct result of the Outlots A and B as evidenced by Mr. <br />Brixius' memorandum to Mary Kay Wyland. Ms. Ostergren read a <br />portion of the memorandum. She said that she opposed the first <br />reading of the proposed ordinance at the March 22, 1993 City <br />Council meeting, however it was passed. Because of the conflict <br />with regard to the outlots and the fact that the association <br />agreed to mediation, the City Council agreed at the April 7, 1993 <br />work session to postpone the second reading until the boat launch <br />issue was resolved through mediation. At the April 21, 1993 work <br />session, the ordinance was placed on the April 26, 1993 agenda <br />again. Mr. Schumacher told the City Council that they could take <br />the item off of the agenda. Mr. Hawkins explained that the <br />PAGE 3 <br />
