1 <br />1 <br />1 <br />COUNCIL MEETING MAY 24, 1993 <br />Mr. Asleson noted that because of the Minnesota 1973 OSHA <br />regulations and the 1990 amendment to include the AWARE act, the <br />City was required to implement a safety program by July, 1991. <br />The City has been in compliance with these regulations because <br />the City was actively preparing a policy. The AWARE act <br />specifically requires that the policy include implementation <br />methods, hazard identification communication methods, accident <br />investigation techniques and how the policy will be enforced. <br />Mr. Asleson explained that a committee was formed consisting of <br />employees from all departments of the City including the <br />Centennial Fire Department. The committee took the work very <br />seriously. Safety policies from other municipalities were <br />reviewed and Mr. Doug Holms from Berkley Risk Services provided <br />technical assistance. The intent was to comply with the law and <br />reduce injuries/accident losses which will result in reduced <br />insurance premiums. Mr. Asleson asked that the City Council <br />adopt Resolution No. 17 - 93. <br />Council Member Kuether moved to adopt Resolution No. 17 - 93 <br />adopting the Lino Lakes Safety Policy and Handbook. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 17 - 93 can be found at the end of these minutes. <br />CONSIDERATION OF ADOPTING THE PARKS SPECIAL EVENTS APPLICATION <br />FORM <br />Mr. Asleson explained that there are many persons/groups <br />requesting use of the City parks for many different purposes. To <br />insure that all City regulations are met, the Parks Department <br />found it necessary to develop a comprehensive parks special <br />events application form. This form will insure that all portions <br />of the City Code have been addressed and will also provide needed <br />information for the applicant. The form addresses all the <br />various costs and limits the liability exposure of the City. <br />The Parks Special Events Application form has been reviewed by <br />all appropriate City departments and is one (1) of the most <br />comprehensive park permitting forms in the State of Minnesota. <br />It contains a check off procedure for all major special events. <br />Mr. Asleson ask the City Council to adopt the Special Events <br />Application forms. <br />Mayor Reinert explained that the application forms should prevent <br />some of the problems experienced in the past. Council Member <br />Kuether moved to adopt the Parks Special Events Application <br />forms. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />PAGE 10 <br />191 <br />
