Motion carried unanimously. <br />ENGINEERS REPORT <br />Consideration of Ordering Preparation of Feasibility Report for <br />the Lake Drive (County Road 23)/Highway 49 Intersection, <br />Resolution No. 25 - 93 - Mr. Schneider presented the current plan <br />for the upgrading of the above described intersection titled <br />Layout 2A and sometimes referred to as Layout 3. This plan has <br />been submitted to MnDOT and has been reviewed at a Circle Pines <br />City Council meeting. The Circle Pines City Council is pleased <br />with the program and appeared receptive to it. <br />Mr. Schneider explained that the plan is downsized from the <br />original prepared about four (4) years ago and will cost less <br />than originally anticipated. A schedule for the implementation <br />of the improvement has also been submitted and it will be very <br />"tight". MnDOT will not allow the construction contract to be <br />awarded until all right-of-way (ROW) has been secured. It <br />appears that the contract cannot be awarded until early December. <br />This will allow the contractor to make this his priority for 1994 <br />and he can start very early in the spring. <br />Mr. Schneider also noted that the assessment hearing will be held <br />prior to the awarding of the bid. State Statutes 429 and Chapter,_ <br />8 of the City Charter will be followed in preparing the <br />assessment. Normally the assessment hearing is held after the <br />construction has been completed. However, this procedure will <br />assure the City that all financing is in place before <br />construction is started. <br />Council Member Kuether moved to adopt Resolution No. 25 - 93 <br />Ordering Preparation of Report of Feasibility, Lake Drive (County <br />Road #23)/Highway 49 Intersection. Council Member Neal seconded <br />the motion. Motion carried unanimously. <br />Mayor Reinert thanked all the area residents who signed a <br />petition requesting the upgrading of this intersection. He noted <br />that presentation of the petition to MnDOT had an effect in <br />moving the project forward and to some extent had an effect on <br />the state legislature. <br />Resolution No. 25 - 93 can be found at the end of these minutes. <br />Barb Sikora, Congressman Rod Grams Office - Ms. Sikora explained <br />that Congressman Grams has made working with community bodies <br />within his congressional district his priority. He feels very <br />strongly that civic organizations should get his attention. She <br />asked if the City Council had anything that they wanted her to <br />PAGE 4 <br />185 <br />
