Motion <br />carried with Mayor Reinert abstaining. <br />Consideration of City Council Work Session Minutes, August 18, <br />1993 - Council Member Kuether moved to approve the minutes as <br />presented. Motion <br />carried with Council Member Bergeson abstaining. <br />Consideration of City Council Meeting Minutes, August 23, 1993 - <br />Council Member Kuether moved to approve the minutes as presented. <br />Council Member Elliott seconded the motion. Motion carried with <br />Council Member Neal abstaining. <br />Consideration of Council Closed Session Minutes, March 2, 1992 <br />Council Member Kuether moved to approve these minutes as <br />presented. Council Member Neal seconded the motion. Motion <br />carried with Council Member Bergeson abstaining. <br />Consideration of Closed Council Meeting Minutes, November 25, <br />1991 - Council Member Kuether moved to approve these minutes as <br />presented. Council Member Neal seconded the motion. Motion <br />carried with Council Members Bergeson and Elliott abstaining. <br />Theresa Berg, Circulating Pines reporter asked to speak before <br />the City Council. She explained that she felt that a discussion <br />of the psychological tests for each of the Chief of Police <br />candidates was an appropriate reason for the City Council to meet <br />in a closed session. However, she felt that for the City Council <br />to make a final decision in closed session was illegal and she <br />protested that action. The discussion regarding the reasons for <br />the final selection should be part of the public record and she <br />indicated that she was hoping to use this information in a <br />newspaper article. <br />Mayor Reinert explained that the City Council was under the <br />impression that the entire closed session was proper and <br />indicated that the City Council did not want to be in violation <br />of the open meeting law. <br />Mr. Hawkins noted that he did not attend the meeting and yas <br />unaware that there was any other discussion. Council Member <br />Kuether explained that the psychological tests were discussed. <br />Ms. Berg said that she did not have a problem with that <br />discussion however, there must have been discussion on the <br />PAGE 9 <br />1 <br />1 <br />
