1 <br />1 <br />1 <br />COUNCIL WORK SESSION NOVEMBER 22, 1993 <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />DATE November 22 1993 <br />TIME STARTED : 6:00 P.M. <br />TIME ENDED : 6:28 P.N. <br />MEMBERS'PRESENT: Reinert; Neal, Elliott, Bergeson! <br />MEMBERS ABSENT Kuether <br />Staff members present: City Attorney, Bill Hawkins; City <br />Engineer, Darrell Schneider; Economic Development Advisory <br />Authority Board Chairman, Brian Wessel; Planning Coordinator, <br />Mary Kay Wyland; Consulting Engineer, Tim Hanson; Public Works <br />Director, Don Volk; City Administrator, Randy Schumacher and <br />Clerk -Treasurer Marilyn Anderson. <br />The purpose of the work session was to discuss the latest <br />information regarding the Lake Drive (County Road #23) and <br />Highway #49 Intersection improvement. <br />Mr. Schumacher gave a brief background of the project noting that <br />the project has been under consideration for nearly five (5) <br />years. A public hearing on the improvement had been scheduled <br />for October 25, 1993, continued to November 8, 1993 and then <br />continued again to this evening to allow time to fully inform the <br />developer and the property owner of the scope of the improvement <br />and to discuss the assessment of the property with the property <br />owner. <br />Mr. Schumacher has met with the property owner George Reiling. <br />Mr. Reiling is contending that the proposed assessment cannot be <br />supported in court. The total project costs are nearly <br />$2,.000,000.00 and the proposed assessment to the only affected <br />property owner is about $400,000.00. "Mr. Schumacher has <br />explained to him that capturing Tax Increment Financing (TIF) <br />will reduce that assessment to approximately $200,000.00. Mr. <br />Reiling still feels the assessment is too high. He feels that he <br />can sell his property and not pay any assessment. He has <br />emphasized that he supports the improvement project and has <br />cooperated with the City regarding the improvement itself. <br />PAGE 1 <br />299 <br />
