33'j <br />COUNCIL MEETING <br />OPEN MIKE <br />DECEMBER 13, 1993 <br />Mr. Keinath, Circle Pines City Administrator was scheduled to <br />appear before the City Council at this time. However he arrived <br />later in the meeting. <br />POLICE DEPARTMENT REPORT, CHIEF PECCHIA <br />Consideration of Resolution No. 94 - 93 Eliminating the Position <br />of Operations/Administrative Officer - Chief Peechia explained <br />that he is requesting that the position of <br />Operations/Administrative Officer be eliminated to provide more <br />coverage on patrol duty. This is in keeping with the philosophy <br />which involves more interaction with the public by sworn police <br />officers. Chief Pecchia also noted that this matter was <br />discussed at a recent Council work session. <br />Council Member Neal moved to adopt Resolution No. 94 - 93 <br />Eliminating the Position of Operations/Administrative Officer. <br />Council Member Bergeson seconded the motion. Motion carried <br />unanimously. Resolution No. 94 - 93 can be found at the end of <br />these minutes. <br />Consideration of Resolution No. 95 - 93 Authorizing Participation <br />in the Minnesota Police Recruitment System (MPRS) - Chief Pecchia <br />explained that using the MPRS hiring system will allow the City <br />to more efficiently hire necessary personnel utilizing a <br />validated testing system. He noted that MPRS is involved in <br />litigation regarding a minority issue. The litigation would have <br />not effect on Lino Lakes. <br />Council Member Kuether noted the cost of using this system and <br />explained that she remembered that the City Council was <br />originally given a lower cost. Chief Pecchia explained that <br />these rates have not increased and are the same for every <br />community. The process includes testing each candidate with a <br />written test, physical test, some psychological testing and the <br />selection of a list of candidates for final interviewing. <br />Council Member Elliott moved to adopt Resolution No. 95 - 93 <br />Authorizing Participation in the Minnesota Police Recruitment <br />System. Council Member Neal seconded the motion. Motion carried <br />unanimously. Resolution No. 95 - 93 can be found at the end of <br />these minutes. <br />Chief Pecchia updated the City Council on several matters: <br />- The grant application has been submitted and is amoung 2700 <br />other applications.
