Mr. Schumacher explained that this is the first <br />attempt at horizontal structuring and he felt it will good for <br />the employees, management and the City. <br />Council Member Elliott moved to adopt Resolution No. 94 - 02 <br />Approving the Organizational Chart and the Reporting Guidelines. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. Resolution No. 94 - 02 can be found at the end of <br />these minutes. <br />Council Member Bergeson moved to have specific job titles and job <br />descriptions prepared for City Council approval within the next <br />90 days and to get a report on the implementation of this program <br />at that same time. Council Member Kuether seconded the motion. <br />Council Member Bergeson noted that education and college degrees <br />are becoming more important for an individual to move ahead in <br />his/her chosen profession. He asked staff to prepare a proposal <br />that would show how the City could assist employees who want to <br />move ahead into more responsible positions. Mr. Schumacher <br />explained the present system of assisting employees through the <br />normal budget system. He noted that the advanced training had to <br />be related to the employees present job. Mayor Reinert said he <br />thought advance training had always been available to employees <br />who show initiative. <br />Council MemberBergeson said he would withdraw his motion and <br />bring a better worded motion back for City Council consideration. <br />PLANNING AND ZONING REPORT <br />Variance, Side Yard Setback, 1049 Black Duck Court - Ms. Wyland <br />explained that when the house at the above address was staked the <br />survey was misread and it was assumed that the side setback was <br />10 feet because of an easement line shown on the plat. The <br />easement line, however, was not 10 feet but five (5) feet. This <br />request is for a variance to allow a home to be constructed six <br />(6) feet from the side property line. The builder has secured a <br />letter from the adjoining property owners indicating that they <br />have no objections to the proposed request. <br />The City Code provides for variances from the literal provisions <br />of the ordinance in instances where strict enforcement would <br />cause undo hardship because of circumstances unique to the <br />individual property under consideration. <br />FINDINGS OF FACT: <br />PAGE 4 <br />
