1 <br />1 <br />1 <br />CITY COUNCIL MINUTES FEBRUARY 28, 1994 <br />The Lino Lakes City Council authorized the preparation of the <br />Lino Water Management Plan (LWMP) in March, 1992. In order for <br />the City to have a program to permit water resource activities in <br />the City, the LWMP needs to be approved by RCWD and VLAWMO. The <br />process will take a maximum of 60 days after submittal for <br />review. <br />To assure that the City can begin its permitting program as soon <br />as possible, the plan should be submitted even though a final <br />decision has not been made on how the permitting program will be <br />implemented. By submitting the plan now, the City is not <br />committed to implementation of the plan until City ordinances are <br />modified to formally adopt the LWMP. Other cities have submitted <br />their plans for review to the water management organizations <br />using the same process. <br />If the City wishes not to become the permitting authority and/or <br />Local Government Unit (LGU) for water resources management in the <br />City, the plan can be amended and resubmitted for review to the <br />water management organizations. Once the plan is reviewed by the <br />water management organizations, it can be adopted with or without <br />the City becoming the permitting authority. <br />Council Member Bergeson asked if any other city has actually <br />completed the process and are they the permitting agency? Mr. <br />Schneider said that two (2) other cities have drafted and <br />submitted their plans to the water management organizations. <br />However, neither city has decided whether or not to become the <br />permitting agency. <br />Council Member Kuether moved to adopt Resolution No. 94 - 19. <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 94 - 19 can be found at the end of these minutes. <br />Consideration of Renewal of Joint Land Use Agreement No. 685 - <br />For many years the Metropolitan Waste Control Commission (MWCC) <br />has shared operating costs of the Black Duck Drive lift station. <br />This is a carryover from the time when this was considered a <br />joint use facility with Centerville. Since this lift station <br />only serves Lino Lakes and the MWCC entirely operates another <br />lift station at Laurene Avenue, it is to Lino Lakes advantage to <br />continue this arrangement as long as possible. We will be asked <br />to assume the entire costs of this lift station when the Lino <br />Lakes system is updated with reconstruction of the Lino Lakes <br />outlet facilities by MWCC for District One. <br />Acting Mayor Neal noted that Gordon Voss had signed the letter <br />PAGE 7 <br />
