12 0 <br />COUNCIL MEETING MARCH 14, 1994 <br />Council several months ago to explain the situation. Mr. Lannon <br />indicated that DMH can continue to operate as it now does and <br />explained that he preferred to see a vertical merger with doctors <br />who already operate the clinic. He indicated that some <br />communities were reluctant to give up local control of the area <br />health care services. Mr. Lannon continued by saying that <br />because of the proposed health care reform, no one can be sure <br />where the matter will go. He indicated that although the <br />hospital is functioning in the "black" services could be <br />discontinued in the future. However, it is difficult to <br />negotiate any future for DMH because potential partners do not <br />want to get into political difficulties. Mr. Lannon asked the <br />City Council to adopt the resolution proposed by the DMH board. <br />Mr. Schumacher noted that the City of Lino Lakes and the City of <br />Centerville were the only two (2) municipalities who did not <br />support the litigation. He noted that most Lino Lakes citizens <br />do not use DMH and there will not be much impact on the citizens <br />no matter what happens to the hospital. Mr. Schumacher did note <br />that if DMH is looking at establishing a clinic, in terms of size <br />the City of Lino Lakes would make a significant impact on <br />location of the clinic. <br />Mayor Reinert thanked Ms. Rosengren and Mr. Lannon for coming and <br />updating the City Council on this matter. Council Member Kuether <br />moved to place this matter on the March 23, 1994 City Council <br />work session agenda. Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />RECOGNITION OF BLOCK CAPTAINS, NEIGHBORHOOD CRIME WATCH <br />Mayor Reinert introduced Chief Pecchia and CSO Jeannie Kenow. He <br />explained that most municipalities cannot operate without <br />volunteers. Mayor Reinert explained that Chief Pecchia is <br />concerned about bringing a community based policing policy into <br />Lino Lakes. This policy cannot succeed without community <br />volunteers. Volunteer organizations as Neighborhood Crime Watch, <br />the McGruff House Program and the McGruff Truck Program have been <br />instituted in Lino Lakes under the direction of CSO Kenow. <br />CSO Kenow read the many names of volunteers who are directly <br />participating in the volunteer programs mentioned above and noted <br />that certificates of recognition were prepared for each of them. <br />Many of the volunteers were in the audience to personally accept <br />their recognition certificates. <br />Chief Pecchia thanked all the volunteers for being involved in <br />their community.
