The utilities would be extended <br />north of the new 4th Avenue roadway connection, allowing this <br />newly constructed area to remain undisturbed by future utility <br />activity. <br />By adding the proposed extensions to the Apollo Drive project, <br />the Phase II contract would take advantage of the lower unit <br />prices associated with larger quantities of work. The Apollo <br />Drive project contract would be amended by a change order and <br />this change order will not exceed 25% of the original contract <br />which is allowable. The contractor has indicated that this work <br />could be completed without significantly affecting the Apollo <br />Drive schedule. <br />Mr. Schneider noted that one of the lots along 4th Avenue has <br />already paid a water assessment and would like to connect to <br />sewer. Another lot owner, Accu -Tool has indicated that they <br />would like to connect to utilities. In addition, Anoka County <br />has inquired about connection to utilities and does plan to build <br />another cottage this year. Costs of the improvement not covered <br />by assessments will come from the Area and Unit Connection Fund. <br />Mr. Schneider indicated that other lots along the project will be <br />required to connect as their present systems fail. <br />Council Member Elliott moved to approve Change Order No. 1 to the <br />Apollo Drive improvement, Phase II. Council Member Bergeson <br />seconded the motion. Motion carried unanimously. <br />MnDOT Funding for Lake Drive (County Road 23)/Th 49 (Hodgson <br />Road) - A letter dated March 30, 1994 has been received from <br />MnDOT congratulating the City of Lino Lakes on being funded for <br />the above described project in the amount of $650,000.00. Also a <br />letter dated March 24, 1994 was received from MnDOT recommending <br />that the project be funded for FY 1995 which begins July 1,1994. <br />Significantly there is a statement near the end of the letter <br />that further recommends that the project dollar amounts be set as <br />a "cap" and that MnDOT participation will not exceed these <br />amounts. This is a change from the normal manner in which <br />projects of this type have been managed by MnDOT. The City of <br />Lino Lakes will have to exercise caution in controlling the scope <br />of the project if MnDOT adheres to this recommendation. Such <br />things as the service road which was discussed March 28th would <br />be the first to be eliminated in light of the response from <br />property owners. Mr. Schneider will keep the City Council <br />updated on this matter. <br />The project is continuing and when all easements are available a <br />Joint Powers Agreement must be completed with MnDOT and Anoka <br />PAGE 7 <br />1 rs <br />
