COUNCIL MINUTES December 15, 2014 <br />APPROVED <br />46 FINANCE DEPARTMENT REPORT <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />50 ADMINISTRATION DEPARTMENT REPORT <br />51 <br />52 3A) Approve Labor Agreement with Local No. 49 — City Administrator Karlson reviewed the <br />53 terms of a proposed labor agreement reached with the city's 49ers Union. Staff is recommending that <br />54 the council approve the agreement for 2015. <br />55 <br />56 Council Member Roeser moved to approve the agreement as presented. Council Member Kusterman <br />57 seconded the motion. Motion carried on a voice vote. <br />58 <br />59 3B) Appointment of Nicole DeDeyn to Administrative Assistant position — Administrator Karlson <br />60 explained the process used to bring forward this recommended hire. Ms. DeDeyn comes forward as <br />61 the top candidate after an interview and testing process. She is a strong candidate and staff is <br />62 recommending that the council approve her hiring. <br />63 <br />64 Council Member Rafferty moved to approve the appointment of Nicole DeDeyn. Council Member <br />65 Stoesz seconded the motion. Motion carried on a voice vote. <br />66 <br />67 PUBLIC SAFETY DEPARTMENT REPORT <br />68 <br />69 4A) Resolution No. 14-55, Authorizing Participation in the Anoka County Fire Protection <br />70 Council Joint Powers Agreement (JPA) - Administrator Karlson explained that this council is made <br />71 up of fire department organizations throughout Anoka County and the establishment of this JPA <br />72 would bring the group forward to a status where they can enter into legal contracts. This status is <br />73 necessary for the implementation of the Anoka County Public Safety Data System. The council has <br />74 reviewed the terms of the JPA at several work sessions and has received information from Chief <br />75 Swenson relative to questions. The mayor concurred that the council had reviewed the benefits and <br />76 risks of the JPA and concurred it is a good approach. Council Member Stoesz asked if any local fire <br />77 departments have opted to not join the JPA and Administrator Karlson said no. <br />78 <br />79 Council Member Roeser moved to approve Resolution No. 14-55 as presented. Council Member <br />80 Kustemian seconded the motion. Motion carried on a voice vote. <br />81 <br />82 4B) Resolution No. 14-154, Authorizing Participation in the Anoka County Fire Mutual Aid <br />83 Agreement — Administrator Karlson explained that the resolution authorizes the city's new fire <br />84 department to participate in a county -wide mutual aid agreement. The city has a long history of <br />85 participation in this agreement but previously that was through the Centennial Fire District. It is <br />86 appropriate for the city to join in the agreement now with the integration of fire services into the <br />87 public safety department. <br />88 <br />89 Council Member Roeser moved to approve Resolution No. 14-154 as presented. Council Member <br />90 Kusterman seconded the motion. Motion carried on a voice vote. <br />2 <br />
