Site Fit Plan <br />The building is located in the northeast corner <br />of the site due to the large amount of wetland <br />and floodplain areas that result in only 1.57 <br />acres of buildable site that have visibility from <br />Birch Street. This site has the least amount <br />of buildable area of the three options. The <br />layout of the building will not fit completely <br />within the buildable area as the utility easement <br />runs through the middle of the only buildable <br />area on this part of the site and would require <br />a moderate amount of wetland replacement. <br />This site does not allow for future city campus <br />buildings because of the minimal buildable <br />area. <br />The northeast corner location is also ideal for <br />street access and visibility of the site. Access <br />directly on to Birch Street is not an option as <br />the minimum access spacing requirements by <br />Anoka County would not be met. However <br />12th Avenue allows for direct access that then <br />feeds onto Birch Street. Birch Street east of <br />12th Avenue has a steep incline which would <br />hinder apparatus heading in the east direction <br />from the site and potentially cause traffic safety <br />concerns due to the high speeds that occur on <br />Birch Street. Access from 12th Avenue would <br />most likely require roadway improvements <br />to install proper turn lane widths. On Birch <br />Street, paved shoulders are wide enough to <br />accommodate turn lanes with re -striping. The <br />site has good visibility from both Birch Street <br />and 12th Avenue. <br />The site is bordered by neighborhoods on the <br />north and east sides which has the potential <br />to cause neighborhood resistance and noise <br />issues.
