COUNCIL MINUTES July 28, 2014 <br />DRAFT <br />135 Council Member Rafferty moved to approve the First Reading of Ordinance No. 06-14, Resolution <br />136 No. 14-43, Resolution No. 14-49, Resolution No. 14-68, and Resolution No. 14-57 as presented. <br />137 Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />138 <br />139 6B) Second Reading of Ordinance No. 07-14, Rezone Property from R -Rural, to R-1, Single <br />140 Family Residential for Isabell Estates — City Planner Larsen explained that staff is requesting <br />141 approval of Second Reading of this ordinance that approves rezoning of property for a lot subdivision <br />142 known as Isabell Estates. The council reviewed the proposal fully and approved First Reading of the <br />143 ordinance on July 14. <br />144 <br />145 Council Member Roeser moved to waive the full reading of Ordinance No. 07-14 as presented. <br />146 Council Member Kusterman seconded the motion. Motion carried on a unanimous voice vote. <br />147 <br />148 Council Member Roeser moved to approve the Second Reading and Passage of Ordinance No. 07-14 <br />149 as presented. Council Member Kusterman seconded the motion. Motion carried; Yeas, 5; Nays <br />150 none. <br />151 <br />152 6C) Resolution No. 14-78, Amended Site Improvement Performance Agreement with <br />153 Metropolitan Council- City Planner Larsen explained that the Metropolitan Council is developing a <br />154 Park and Ride facility on 21' Avenue north of Main Street. They provided the required Site <br />155 Improvement Performance Agreement that was approved by the city. Now, however, an amendment <br />156 is necessary and the resolution before the council approves an amendment agreement. Staff is <br />157 recommending approval. <br />158 <br />159 Council Member Kusterman moved to approve Resolution No. 14-78 as presented. Council Member <br />160 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />161 <br />162 6D) Resolution No. 14-84, Professional Services Agreement with WSB for the 35E Area <br />163 Drainage Study — Community Development Director Grochala reviewed the request for a study . He <br />164 explained the area involved, the current drainage situaiton, the estimated costs and funding. The <br />165 study will determine options for further consideration. <br />166 <br />167 Councli Member Roeser moved to approve Resolution No. 14-84 as presented. Council Member <br />168 Kusterman seconded the motion.
