CITY COUNCIL <br />AGENDA ITEM 3C <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: August 11, 2014 <br />TOPIC: Charter Commission Request for Additional Funding <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Council is being asked to approve additional funding for the Lino Lakes Charter <br />Commission to complete its review of the Council's proposed amendments. <br />BACKGROUND <br />During the April 7, 2014 work session, the Council agreed to a $600 budget increase for the <br />Charter Commission so their attorney could review the Council's two proposed amendments to <br />Section 8 of the City Charter. The Charter Commission held special meetings on July 25 and <br />August 1 to continue its evaluation of the two amendments. In order to have their attorney <br />present at the meetings, the Commission asked the Council to approve up to $3,400 of <br />additional funding. The Council considered this request at its July 28 meeting, but wanted <br />more specific details as to what the funds were going to be used for. <br />Charter Commission Chair Connie Sutherland responded to the Council's request and was <br />present at the August 4th work session to explain that the additional funds would go toward <br />legal fees for their attorney to attend the special meetings and for time spent on research. The <br />Commission also held a third special meeting on August 6. <br />The Council agreed to approve an additional $725, which provides the Commission an <br />additional five hours of legal fees. The extra expenses will come from the contingency fund in <br />the 2014 budget. <br />RECOMMENDATION <br />Approve additional funding of $1,325 for the Charter Commission, which includes $600 the <br />Council previously agreed to on April 7, 2014. <br />
