COUNCIL MEETING MAY 23, 1994 <br />neighborhood meeting would be held to discuss the project and to <br />see if the neighborhood is still interested in the project. He <br />also explained that assessments would be spread over 15 years and <br />builders off of Ware Road cannot be assessed because it cannot be <br />shown that there is improvement to their property. <br />Mr. Carpenter explained that the south end of Ware Road is not <br />developed and asked if Ware Road is upgraded now and then further <br />development takes place, would the new road be torn up. Mr. <br />Schneider said yes if sewer and water is not put in when the new <br />road is constructed. Mr. Schneider noted that the normal design <br />life of a road is 20 years. <br />Mrs. Altstatt explained that she had called the state and found <br />that when Second Avenue and Fourth Avenue were improved, there <br />were no assessments. Mr. Schneider explained that this was not <br />the case. <br />Mrs. Carpenter asked when the informational meeting would be <br />held. Mr. Schneider explained when the information is available, <br />a letter will be sent to all the residents letting them know when <br />the meeting will be held. <br />PLANNING AND ZONING BOARD REPORT, MARY KAY WYLAND <br />Lot Re -Alignment, Steve Andre, 495 and 545 Ash Street - This <br />property is zoned Rural and is located on the north side of Ash <br />Street and east of Ware Road. Several years ago a metal shed and <br />driveway were located on a portion of property that has been <br />determined not to belong to Mr. Andre. A dispute over the <br />boundary line resulted. Both parties agreed to allow the Anoka <br />County Mediation Services to mediate the problem. A lot <br />reconfiguration is being proposed. Parcel A, as shown on a <br />Certificate of Survey, will be added to the parcel to the east, <br />thereby eliminating the previous encroachment. Parcel B will be <br />added to the property to the west compensating for the reduction <br />in that parcel. Staff has reviewed the lot reconfiguration and <br />agree that this is a workable solution. Both property owners <br />have signed Quit Claim deeds subject to approval of the City <br />Council. The Planning and Zoning Board recommend approval of the <br />request. <br />Council Member Bergeson moved to approve the re -alignment of lots <br />as proposed. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />Lot Re -Alignment, Al Matheson, 7140 Sunset Road - Mr. Matheson <br />is in the process of selling his property, at 7140 Sunset Road. <br />The area is zoned Single Family Residential (R-1) and the <br />PAGE 3 <br />1 <br />1 <br />
