Grading and drainage plans will be provided to the <br />City Engineer for his review and approval. These plans will <br />include location of utility and drainage easements as determined <br />by the City. <br />Staff, EDAAB and the Planning and Zoning recommend approval of <br />the site plan with the following conditions: <br />1. The applicant sign a development agreement and post <br />financial guarantees as specified by the City prior to <br />issuance of any building permits. <br />2. A revised site plan shall be submitted indicating lighting <br />which shall be directed away from adjoining properties, <br />delineated parking areas incorporating the requirements of <br />the ADA rules and regulations, detailed landscape plan <br />indicating species, types and sizes and including that area <br />adjacent to I35W, signage, loading areas, and other items as <br />requested by staff. <br />3. Noise levels emitted from the facility shall not constitute <br />a nuisance as defined by the City Code or exceed applicable <br />PCA standards. <br />4. Total number of employees shall be specified to confirm <br />compliance with off-street parking requirements. The <br />applicant has indicated that there will be three (3) full- <br />time and two (2) part-time employees. <br />5. Trash handling equipment shall be contained in a closed <br />container and screened from the front property line. <br />6. The City Engineer shall review and approve the site drainage <br />and grading plan. <br />7. A shared driveway access agreement shall be submitted and <br />approved by the City Engineer. <br />8. Comments from other City staff. <br />Mr. Wessel explained that this project has been before EDAAB for <br />the past six (6) months and gave a brief background on the <br />business. U -DOR USA is a national distribution center for <br />agricultural and horticultural spray pumps manufactured in Italy. <br />This financially well backed company has demonstrated strong and <br />consistent growth over its five (5) year existence.
