(f) The proposed development shall be served with an adequate or safe sanitary sewer <br />system. <br />(g) The proposed development shall not result in the premature expenditures of City <br />funds on capital improvements necessary to accommodate the proposed development. <br />(h) Development shall be permitted only in such a manner that the maximum number of <br />trees shall be preserved. It shall be the duty of the person seeking approval to demonstrate that <br />there are no feasible or prudent alternatives to the cutting of trees on the site. <br />(5) Performance Standards. All uses shall comply with the requirements of this section. <br />In order to determine whether a proposed use will conform to the requirements of this ordinance, <br />the Zoning Administrator may obtain a qualified consultant to testify, whose cost for services <br />shall be borne by the applicant. <br />(a) Fire prevention and fighting equipment acceptable to the Board of Fire Underwriters <br />and City Council shall be readily available when any activity involving the handling or storage of <br />flammable or explosive materials is carried on. <br />(b) Activities authorized by site and building plan approval shall be initiated within six <br />(6) months. The time limits established in this paragraph may be extended by the Zoning <br />Administrator <br />(c) The applicant or the owner of land affected by such site and building plan review <br />shall submit to the City at the time of site and building plan review application an amount for fee <br />and deposit as required by City resolution or ordinance. <br />(d) The applicant shall, upon completion of site and building plan review, submit to the <br />City an agreement that they will cause all improvements called for in the site and building plan <br />review to be completed within the time specified by the City. Performance of such contracts <br />shall be secured by the amount submitted at application or additional amount as may be required <br />by the City Council. <br />2-24 <br />
