ARTICLE II <br />Purpose <br />The purpose of this Joint Powers Entity is to join together to improve the efficiency and <br />effectiveness of fire and emergency services to the public within the geographic service area of <br />the Members. Specifically, ACFPC will cooperatively address the Members' long term needs <br />for fire -fighting and emergency equipment, fire records data systems, fire-fighter and EMS <br />training, fire prevention, fire inspection, fire -related public education, and other fire- and <br />emergency -related essentials. <br />ARTICLE III <br />Effective Date & Term <br />The effective date of this Agreement shall be , 2014, notwithstanding the dates <br />of the signatures of the parties, and shall continue in full force and effect unless and until the <br />Members agree to its termination, as set forth herein. <br />ARTICLE IV <br />Powers & Duties <br />The Joint Powers Entity created by this Agreement shall have all the powers and duties assigned <br />by law, including the following: <br />(1) Powers: <br />a. The Members hereby delegate to ACFPC all authority necessary and reasonable <br />to accomplish the purposes of this Agreement, including, but not limited to, the <br />ability to obtain grant monies, finance, develop, design, construct, equip, own, <br />staff, and operate any Member -approved programs in accordance with the terms <br />of this Agreement. <br />b. ACFPC may take and hold, by bequest, devise, gift, grant, purchase, lease or <br />otherwise, any property, real, personal or mixed or any undivided interest therein, <br />without limitation to amount or value; to convey, sell, or otherwise dispose of <br />such property; and to invest, reinvest, and deal with the same in such a manner as <br />in the judgment of the Members, will best promote the purposes of ACFPC. <br />c. ACFPC may employ such staff as is necessary to carry out the purpose of this <br />4 <br />
