1 <br />1 <br />1 <br />COUNCIL MEETING SEPTEMBER 12, 1994 <br />Council Member Bergeson asked why Appendix 1 refers to a 8 1/2% <br />interest rate and Appendix 2 refers to a 4.1 % interest rate. <br />Mr. Shannon explained that Appendix 1 refers to the interest rate <br />charged by the City for special assessments and is approximately <br />2 1/2% over the interest rate paid by the City for financing. <br />Council Member Bergeson moved to approve Resolution No. 94 - 71 <br />Authorizing the Sale of General Obligation Improvement Bonds, <br />Series 1994A. Council Member Elliott second the motion. Motion <br />carried unanimously. <br />Resolution No. 94 - 71 can be found at the end of these minutes. <br />PLANNING AND ZONING BOARD REPORT, MARY KAY WYLAND <br />Consideration of Hiring Recording Secretarial Services for the <br />Planning and Zoning Board - The Planning Department is requesting <br />that the City Council authorize the employment of a recording <br />secretary for the Planning and Zoning Board meetings. Currently <br />Mary Kay Wyland is performing these duties. She is also <br />responsible for various presentations before the Board, making it <br />difficult to take the minutes as well. <br />A business named TimeSaver Off Site Secretarial is being proposed <br />to perform recording secretarial duties. Staff is requesting the <br />opportunity to use this service for the balance of 1994 while <br />evaluating the service and considering other options available. <br />Council Member Elliott moved to authorize staff to enter into an <br />agreement with TimeSaver Off Site Secretarial through December <br />31, 1994. Council Member Bergeson seconded the motion. Motion <br />carried unanimously. <br />CITY ENGINEER'S REPORT, DARRELL SCHNEIDER <br />Consideration of Resolution No. 94 - 57 Consideration of <br />Rejecting Bids for the Hodgson Road Watermain Improvement - Mr. <br />Powell addressed this matter explaining that bids were received <br />at 10:00 A.M., Monday, August 22, 1994 and the received by the <br />City Council that evening. A tabulation of the bids was prepared <br />and presented to the City Council in their packets. There were a <br />total of four (4) bids received with the lowest bid being <br />significantly above the engineer's estimate. <br />Mr. Powell explained that the lack of bidders and increased unit <br />prices are likely due to most area utility contractors having an <br />adequate workload to carry them into winter and therefore are not <br />bidding additional work. This has been the case in other <br />projects recently bid in other communities. <br />PAGE 3 <br />
