1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 14, 1994 <br />explained that the Rice Creek Trail Association has been <br />extremely cooperative in dealing with the snowmobile problems. <br />Mr. Thompson told about the educational promotion last year and <br />felt it was very successful and will be done again this year. He <br />said he will work with Chief Pecchia to enforce the ordinance. <br />Mr. Thompson was asked to give the Regional Park map and <br />regulations to Chief Pecchia so that this information can be made <br />available along with the proposed City ordinance. <br />Voting on the motion, motion carried unanimously. <br />CONSIDERATION OF THE RICE CREEK WATERSHED DISTRICT APPOINTMENT, <br />RESOLUTION NO. 94 - 95, RANDY SCHUMACHER <br />Mr. Schumacher asked the City Council to consider Resolution No. <br />94 - 95 dealing with the re -appointment of Mr. Andrew Cardinal as <br />our representative on the Rice Creek Watershed District Board <br />(RCWD). He noted that Mr. Cardinal has served the City well over <br />the years that he has been on that board and he is also a <br />resident of Lino Lakes. Mr. Schumacher explained that Mr. <br />Cardinal is the only member that can bring a background in <br />agriculture to the RCWD. All the other members are from urban <br />areas. <br />Mr. Schumacher <br />City of Blaine <br />supporting Mr. <br />Council Member <br />support of Mr. <br />Council Member <br />Council Member <br />explained that the City of Circle Pines and the <br />have already passed a similar resolution <br />Cardinal. <br />Bergeson moved to adopt Resolution No. 94 - 95 in <br />Cardinal's re -appointment to the RCWD Board. <br />Kuether seconded the motion. Motion carried with <br />Elliott voting no. <br />Resolution No. 94 - 95 can be found at the end of these minutes. <br />CONSIDERATION OF AN AGREEMENT WITH ANOKA COUNTY FOR RESIDENTIAL <br />RECYCLING PROGRAM, RANDY SCHUMACHER <br />Mr. Schumacher explained that the Agreement with Anoka County is <br />for recycling reimbursement for 1994. The agreement must be <br />approved by the City Council before the County will issue a <br />reimbursement check in the amount of $34,438.43. This money is <br />used to pay the salary of the Solid Waste Coordinator and for <br />such items as the spring and fall clean up day. <br />Mr. Schumacher noted that this is the standard agreement that the <br />City has entered into with Anoka County in the past. <br />Council Member Elliott moved to approve the Agreement.
