1 <br />1 <br />1 <br />COUNCIL WORK SESSION <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />NOVEMBER 22, 1994 <br />Staff members present: Planning Coordinator, Mary Kay Wyland; <br />Community Development Director, Brian Wessel; Acting City <br />Engineer, John Powell; Finance Director, Mary Vaske; Chief of <br />Police, David Pecchia and Clerk -Treasurer Marilyn Anderson. City <br />Administrator Randy Schumacher was in St. Paul in labor <br />negotiations. <br />HARDWOOD CREEK HOUSE LOCATION UPDATE, MARY KAY WYLAND <br />At the November 14, 1994 City Council meeting, Council Member <br />Kuether had asked why a house was placed at an angle on the lot. <br />The property is located at the intersection of 24th Avenue and <br />80th Street. Ms. Wyland prepared a memorandum listing four <br />reasons for the location of the house as follows: <br />1. The property is adjacent to a creek bed and Rice Creek <br />Watershed District requires minimal ground disturbance. <br />2. The proposed location fits in with the natural topography of <br />the berm on 80th Street and the low area on the eastern edge <br />of the property while still providing adequate slope for the <br />foundation and minimum grading or gound disturbance. <br />3. The southerly exposure fits with the design of the structure <br />and the proposed use, the occupants are caretakers for the <br />arena and this setting allows full view of the area. <br />4. Setbacks are indicated at 100 feet from the centerline of <br />both 24th Avenue and 80th Street. When future development <br />occurs, 80th Street, as a County road, will possibly require <br />additional right-of-way. Therefore a setback of 100 feet <br />from the centerline, or 67 feet from the property line would <br />PAGE 1 <br />27.E <br />
