1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />Otter Lake Road would accommodate the additional traffic. Mr. <br />Sohrweide said yes, he is confident of his original statement in <br />this matter. Mr. Powell said that if any upgrading is <br />contemplated for Otter Lake Road, it would be the addition of <br />turn lanes where the traffic from the subdivision comes onto <br />Otter Lake Road. There is a long range consideration of <br />rerouting Otter Lake Road if commercial development to the north <br />at the I35E intersection begins. In addition, the City of Hugo <br />is looking at upgrading Elmcrest Avenue (24th Avenue) in the near <br />future. If this happens, traffic from future phases of the <br />development could possibly use 24th Avenue. <br />Mayor Reinert noted that SEH is currently studying the Otter Lake <br />Road corridor to offer recommendation for future street <br />improvement and future connection to CSAH 14 (Main Street). This <br />study is anticipated to be completed by October, 1995. Mr. <br />Powell explained that SEH completed a study of business and <br />general industrial development along CSAH 14 (Main Street). This <br />study will recommend that when commercial development begins at <br />the I35E/CSAH 14 intersection, Otter Lake Road should be shifted <br />away from the freeway. A sketch concept review was completed <br />last August as well as the actual traffic study assuming ultimate <br />build -out of future development areas including the light <br />industrial/general business areas at the I35E/CSAR intersection. <br />Mayor Reinert asked if the density will be affected by reduction <br />of lots in the proposed subdivision. Mr. Powell explained the <br />density will be slightly less. Mayor Reinert asked about the <br />sentence which states, "we would recommend the City continue the <br />preliminary plat public hearing to allow the Clearwater Creek <br />Basin Study to be completed in order to properly evaluate the <br />storm drainage aspect. Mr. Powell explained that this is <br />obsolete information and the study has been completed and <br />reviewed at the joint Lino Lakes, Hugo Council meeting. <br />Mayor Reinert asked again if staff could tell him the number of <br />lots in the City available for construction at this time. Ms. <br />Wyland explained that as of December 31, 1994, there were 241 <br />lots existing platted lots. Two (2) possible subdivisions may be <br />available this construction season, Trappers Crossing, Phase I <br />with a maximum of approximately 28 lots and Behm's Century Farms <br />with approximately 25 lots in the first phase. If Clearwater <br />Creek, Phase I becomes available with 85 lots, the total lot <br />inventory would be approximately 380 lots. Mr. Powell noted that <br />many of the lots would not be available until late fall of this <br />year since neither Trapper's Crossing and Behm's Century Farms <br />has not been final platted.
