1 <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />that phasing be identified, what does it mean and what numbers <br />are being identified. Mayor Reinert asked that his requirement <br />regarding identifying a "cap" on new home construction be deleted <br />from the motion and the second on the floor. Council Member <br />Kuether and Council Member Bergeson agreed. <br />Council Member Bergeson noted that there are some people in the <br />audience that were told that they could speak about the <br />Clearwater Creek subdivision. He asked to hear their concerns <br />before a vote is taken on the motion. <br />Jay Caine, 6584 Otter Lake Road - Mr. Caine explained that he was <br />told by staff that he would have an opportunity to presentation <br />regarding this development. He said he was not sure where the <br />matter stands because this is not the forum that he understood <br />would be available to the citizens. Mayor Reinert noted that <br />there was a hearing held at the Planning and Zoning Board. Mr. <br />Caine said that he was told by staff that the citizens would have <br />the opportunity to present their points regarding this <br />development and the rezoning request. He asked that since the <br />City Council has already voted on the rezoning matter, were the <br />citizens mislead by staff or was this incorrect information. <br />Mayor Reinert noted again that the public hearing was held. Mr. <br />Caine said that was a long time ago and this was a different <br />development at that time. Mayor Reinert asked Mr. Caine to make <br />his point. <br />Mr. Caine said he was very emotional about this matter as well as <br />frustrated. He explained that his property is adjacent to the <br />proposed subdivision to the south and he has a lot of concerns <br />concerning the development. His concerns are on a general basis, <br />personal basis as it relates to his neighbors and on technical <br />issues. He said he is dumbfounded that the City is still <br />considering an "island of homes" out in the middle of nowhere. <br />Mr. Caine felt that development should grow out of an existing <br />development and this development will cost a great amount of <br />money. This is going to increase the cost of development, add <br />infrastructure, and increase the cost to serve this area. Mr. <br />Caine asked who is going to pay these costs and answered by <br />saying the citizens of Lino Lakes and other related entities. He <br />said obviously the citizens cannot handle anymore taxes. He said <br />he thought about a way to address his general concern and thought <br />about Mr. Spock in the old Star Trek TV show, this is not <br />logical. <br />Mr. Caine said that personally he has mixed feelings. He has <br />turned down "aggressive" offers for his farm. However, he <br />prefers to stay in Lino Lakes. Mr. Caine said that this <br />development is not compatible with the present use in this area. <br />PAGE 18 <br />
