COUNCIL MEETING FEBRUARY 13, 1995 <br />itself to lawsuits. <br />Mayor Reinert asked Mr. Mesich to define what he means by <br />infrastructures. Mr. Mesich said basically the schools and <br />roads. Mayor Reinert said that infrastructure goes beyond <br />schools and roads. He felt that unless the City can give some <br />assurance to a developer that something can happen you are never <br />going to get any infrastructure because developers will not put <br />money up front to begin to put a preliminary plat in place. <br />Mayor Reinert said he felt that infrastructure comes after the <br />City makes the decision to develop that particular area. After <br />the preliminary plat is approved, the details of development are <br />then addressed. Mayor Reinert noted that if what Mr. Caine and <br />Mr. Mesich say about Otter Lake Road is true than somebody has <br />given the City false information. Mr. Mesich said that he was <br />sure that the City has received the proper technical response for <br />this particular road. However, the aesthetic part of whether it <br />can handle the vehicle traffic, pedestrians and bicycles is an <br />issue that the County is not going to get into. Mr. Mesich felt <br />it was an issue that the City should get into since the County <br />has no plans to upgrade it. He noted that both the City of Lino <br />Lakes and the City of Hugo have a very big interest in getting <br />the intersection developed. In talking to the two (2) cities and <br />the county, it is possible that another collector street could be <br />constructed on the east side of the subdivision. Mr. Mesich said <br />that the feeling and plain logic says it is not time for <br />development of this area and more planning work has to be done <br />before the development can proceed. <br />John Landers, 7181 Sunrise Drive said he supported Mr. Mesich and <br />tried to get an answer to where the children from the subdivision <br />will be going to school. The letter from the school district was <br />written before the referendum was defeated. It now appears that <br />the school district will be closing schools and making other cuts <br />and Mr. Landers again asked where will the children be going to <br />school. <br />Mike Cross -Schmitz, 6579 - 24th Avenue which is directly adjacent <br />to the Caine property said that his wife is on the planning <br />committee for the White Bear School District. He noted that <br />nothing has been resolved regarding what schools will be closed <br />and what cuts will be taken. They are talking about cutting 77 <br />teachers, 45 administrators and one, possibly two (2) schools, <br />going from a seven (7) hour class schedule to a six (6) hour <br />class schedule and cutting all extra -curricular activities with <br />the exception of the four (4) major sports. Mr. Cross -Schmitz <br />urged the City staff to contact White Bear School District and <br />find out what are the current plans. <br />PAGE 26 <br />1 <br />1 <br />
