She also noted the <br />location of the proposed first phase of the development <br />consisting of 40 acres. Mrs. Cunningham explained that she has <br />talked to Chris Lord at the Anoka Soils Conservation Office and <br />was told that map she was displaying was intended to identify the <br />types of soils. Mayor Reinert noted that this map identifies <br />soils in a very broad manner. Mrs. Cunningham said Mr. Lord said <br />that the map she has is the current map and shows a lot of severe <br />soils limitations. She said that if she planned to buy a house <br />in the proposed subdivision, she would want to know about the <br />soil conditions. Mrs. Cunningham noted that in the area where <br />the street is planned, there will be problems with frost. There <br />will be problems and the road will break up. She noted that <br />there will be problems with water in basements. Mrs. Cunningham <br />said that Mr. Lord told her that he does not look at the proposed <br />subdivision until after the preliminary plat has been approved. <br />She asked that these concerns be reviewed prior to Council action <br />on the preliminary plat and suggested that maybe there are too <br />many homes platted for this area. Mayor Reinert noted that he <br />does have a soils background and explained that the maps that <br />Mrs. Cunningham is showing are very broad in nature. The <br />immediate area must be proved to support the growth that is <br />planned. Mayor Reinert explained how the maps are prepared. <br />Mayor Reinert noted that there are still some questions to be <br />answered and asked if Council action on the matter could be <br />delayed until the next Council meeting. He specifically referred <br />to Mrs. Cunninghams concern regarding the apparent discrepancy <br />between the information she received from the Anoka County Soil <br />Division and what was presented this evening. Mr. Powell asked <br />Mr. Olson if he had completed borings on the site. Mr. Olson <br />explained that GMA Soils Consultant has drilled borings on the <br />entire site. They have prepared construction standards that <br />respond to the various types of soils on the site. Mr. Olson <br />explained that the construction standards for Lino Lakes does <br />take into consideration the various types of soils within the <br />City and is a much heavier standard than many other cities around <br />the twin cities. <br />Mrs. Cunningham noted that there are many other landowners in the <br />area who have horses and horse stables. She explained that they <br />will also be impacted by the proposed development. She felt that <br />the developer should make the new residents aware of this <br />situation. <br />Mayor Reinert noted that a motion is on the floor to approve the <br />preliminary plat. <br />Mayor Reinert asked for clarification and asked if Mr. Landers <br />PAGE 29 <br />
