187 <br />COUNCIL MEETING FEBRUARY 27, 1995 <br />roadway if an adjoining property owner decided to develop his <br />land. The total project costs are estimated to be $229,764.00. <br />The proposed assessment is estimated to be $301,113.67 and will <br />be distributed equally on each lot. <br />The proposed time table was also outlined by Mr. Powell. The <br />plan is to begin construction by May 1, 1995 and complete <br />construction in midsummer. <br />Council Member Bergeson asked why a decision has not been made as <br />to whether or not Baldwin Lake Drive can be reconstructed without <br />curbs and gutters. Mr. Powell explained that although staff <br />believes that reconstruction of the street can be done without <br />curbs and gutters, a request has not been submitted to the RCWD <br />for final approval. This request will be included with the final <br />plans and specifications that are forwarded to all reviewing and <br />permitting agencies. <br />Acting Mayor Neal opened the public hearing at 8:08 P.M. <br />Mike Strecker, 84 White Pine Road - Mr. Strecker gave the City <br />Council a packet containing pictures and information regarding <br />his property. He used the overhead projector and addressed the <br />six (6) foot shift in the roadway in front of his property. Mr. <br />Strecker noted the location of several mature trees on the right- <br />of-way in front of his house and explained that if the road <br />continues to Baldwin Lake Drive as planned these trees will be <br />removed. He requested that the City consider a plan to shift the <br />road back to the center of the right-of-way as it approaches his <br />property line. Mr. Strecker said that the trees could be saved <br />if this plan were approved. He felt that the trees add value to <br />the neighborhood and should be preserved. Mr. Strecker said that <br />the neighborhood is developing because it is natural and wooded. <br />Mr. Strecker said he felt that the first shift to the south is <br />necessary however if the roadway is not shifted back to the <br />center of the right-of-way, not only the big trees at the corner <br />of his lot would be lost, but other trees will be damaged by the <br />construction and will probably die. He noted the pictures he had <br />given to the City Council showing the location of the trees he <br />wanted to save. Mr. Strecker gave a detailed report on how the <br />shift back to the center of the right-of-way could occur and what <br />the results would be. <br />Acting Mayor Neal asked Mr. Strecker what his neighbor across the <br />street felt about this proposal. Mr. Strecker said his neighbor <br />is in the audience and could answer this question however, he <br />would have a larger front lawn because the roadway would run at <br />an angle until it reaches the west end at Baldwin Lake Road.
