1 <br />1 <br />1 <br />CITY COUNCIL BOARD OF REVIEW APRIL 17, 1995 <br />prohibits any increase in value of more than 10%? Mr. Smith yes <br />and Mr. and Mrs. Thompson may be eligible for a refund. <br />Ms. Thompson said she felt that if no improvements are made to <br />the property, the value should remain steady. <br />Ms. Thompson has the option of appearing at the County Board of <br />Equalization. <br />Gerald Clausen, 6109 Baldwin Lake Drive noted that his property <br />was valued at $47,700.00 in 1988 and it will be valued at <br />$89,400.00 in 1996. He explained that he has been living in the <br />house since 1952 and nothing has changed. Mr. Clausen said he is <br />retired and living on a fixed income. He has applied for the <br />circuit breaker refund. The refund is $100.00. Mr. Clausen said <br />that this does not seem right to him. He said he did not agree <br />with all the development in the City because it causes a need for <br />additional schools, police and fire protection and street <br />maintenance and increases the property values as it has in his <br />case. <br />Mr. Smith said the bulk of the increase is in land values. There <br />was only a 3% increase in structure values. He also noted that <br />the value for wells and septic systems has increased from <br />$2,000.00 to $4,000.00 to more closely reflect the actual cost of <br />installation. <br />Mr. Clausen noted that about one-third to one-half of his <br />property is in the flood plain. Mr. Smith explained that <br />although the value on the property is high, people are paying the <br />prices to relocate in°Lino Lakes. Mr. Clausen said that progress <br />is killing some of the older residents. He explained that the <br />increased traffic on Baldwin Lake Drive is "killing" the road. <br />Mr. Smith said that he empathized with Mr. Clausen, however the <br />law says that he must value all property at market price. <br />Mr. Clausen has the opportunity to take this matter to the County <br />Board of Equalization. <br />Robert Krause, 6675 Blue Heron Drive explained that their market <br />value increased $21, 400.00. They have met with Mr. Smith and <br />there have been no changes to this point. However, Mrs. Krause <br />did have some information from her realtor and Mr. Smith will <br />take this information into consideration. <br />Mr. Smith again noted that the Rice Lake Estates area was <br />completely reviewed in 1994 and a lot of changes were made.
