JOINT COUNCIL MEETING FEBRUARY 8,1996 <br />Mr. Angus used the same poster board map and explained that this map attempts to tie <br />the three (3) communities together. He noted that in the future, Highway 61 will become <br />a four (4) lane highway between the City of Hugo and the City of White Bear Lake. He <br />explained a plan to direct traffic west to I -35E via 134th Street which would connect to <br />Elmcrest Avenue and then continue west in Lino Lakes to Otter Lake Road and 140th <br />Street which would connect to Cedar Street in Lino Lakes and continue west to Otter <br />Lake Road. The purpose of this plan was to reduce the amount of traffic coming into the <br />downtown area on its way to I -35E. <br />Mr. Angus explained that a downtown redevelopment plan would include establishing the <br />Interstate Lumber Company further south in the business park. The railroad track would <br />become a transportation trail. <br />Mr. Museus explained that the City of Hugo is a city in transition and is becoming a part <br />of the metropolitan area. He noted that during the past three (3) years, information has <br />been gathered and development plans for future development have been completed. In <br />addition, the Comprehensive Land Use Plan is progressing as well as a Water <br />Management Plan. Community input was solicited during the development of the <br />Comprehensive Land Use Plan. This Plan will reflect what the residents feel should be <br />the direction of the city. A redevelopment plan for the "core" business district is under <br />consideration, and a study of Hardwood Creek similar to the study for Clearwater Creek <br />is in the process. <br />Mr. Museus also described the green corridor that would follow Clearwater Creek. He <br />noted that Clearwater Creek, begins at Bald Eagle Lake, travels through Hugo, Lino <br />Lakes and Centerville and empties into Peltier Lake. A green corridor on either side of <br />Clearwater Creek could be dedicated to recreation purposes in all three (3) cities to <br />provide a unique recreation opportunity. <br />CITY OF LINO LAKES <br />Mr. Wessel and Mr. Ahrens explained that the Apollo Business Park on the west side of <br />Lino Lakes is nearing completion and other commercial/industrial development areas are <br />now being planned. He used the same poster board map and outlined the development <br />planned for the Clearwater Creek business area. Mr. Wessel explained a plan to relocate <br />Otter Lake Road through the planned business area and away from its current exit on <br />Main Street. Plans for this improvement have been started and the process is now <br />proceeding through the Planning and Zoning Board and City Council for their approval. <br />Mr. Wessel also briefly explained the plan for serving the area with sanitary sewer and <br />municipal water. He noted that the City Council will be acting on resolutions calling for <br />public hearings and requesting authorization to draft plans and specifications for these <br />services at the February 12, 1996 Council meeting. A new one million gallon elevated <br />water storage tank for this area has received preliminary approval from the City Council <br />and preparation of plans and specifications for this facility have been ordered. The City <br />has initiated discussions with the City of Centerville for sharing this facility. <br />PAGE 2 <br />
