CITY COUNCIL MEETING FEBRUARY 12, 1996 <br />January 31, 1996 - Council Member Kuether moved to approve these disbursements as <br />presented. Council Member Lyden seconded the motion. Motion carried unanimously. <br />February 12, 1996 Council Member Neal moved to approve these disbursements as <br />presented. Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />Centennial Fire District - Council Member Neal moved to approve these disbursements <br />as presented. Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT, BRIAN WESSEL <br />Resolution No. 96 - 23 Calling Public Hearing on the Modification of Plan for Tax <br />Increment Financing District No. 1-4 - Mr. Wessel explained that earlier this evening <br />the Economic Development Authority (EDA) authorized the preparation of modified <br />Plans for Tax Increment Financing District (TIF) No. 1-4 to drop all parcels from the <br />district with the exception of Emtech and Blue Heron, which are improved parcels. The <br />purpose of the modification is to remove parcels that no longer have capacity for <br />providing financial assistance to industrial businesses wishing to locate in the City. <br />Industrial development is not likely on some of the parcels in 1-4 and they will no longer <br />be within a TIF District. Certain parcels, such as the G.M. Development property in the <br />Apollo Business Park, will be incorporated into TIF District 1-7 so that the City has <br />capacity to provide assistance when these parcels develop. <br />Once the City Council sets the public hearing date, the modified plans will be sent to <br />School Districts 12 and 831, and Anoka County for review and comment. Mr. Wessel <br />recommended that Resolution No. 96 - 23 be adopted setting a public hearing for March <br />25, 1996, 6:30 P.M. <br />Council Member Lyden moved to adopt Resolution No. 96 - 23 as proposed. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 23 can be found at the end of these minutes. <br />Resolution No. 96 - 24 Calling Public Hearing on the Modification of Plan for Tax <br />Increment Financing District No. 1-7 - Mr. Wessel explained that the EDA has <br />authorized the preparation of a modified plan for TIF District 1-7. This modified plan <br />will add parcels to the district and provide financial assistance to two (2) industrial <br />projects. <br />The parcels that will be added include the G. M. Development site in the Apollo Business <br />Park, and Glenn Rehbein's light industrial site on I -35W and Highway 49 interchange, <br />the Hawkins Chemical site just north of the Apollo Business Park.
