CITY COUNCIL MARCH 25, 1996 <br />Council Member Kuether moved to approve the site plan for Progressive Engineering <br />contingent upon the nine conditions described above. Council Member Lyden seconded <br />the motion. Motion carried unanimously. <br />Council Member Kuether moved to approve the minor subdivision as presented. Council <br />Member Bergeson seconded the motion. Motion carried unanimously. <br />Centennial Middle School - Ms. Wyland was asked to present the request for a rezone, a <br />minor subdivision, a conditional use permit and site plan approval at one time so that the <br />entire project would be explained before taking any questions from the City Council. She <br />used the overhead projector to show the location of the proposed middle school and to <br />display the site plan. Ms. Wyland introduced Superintendent of Centennial Schools, John <br />McClellan and Paul Schneider Architect of the proposed middle school. <br />Ms. Wyland gave a brief background on the matter. Centennial School District <br />approached the City with a plan to build the middle school using all their property along <br />Elm Street and other property zoned Light Industrial (LI). The City Council adopted a <br />resolution which stated that the City would not support a proposal to build a school on the <br />LI parcel and asked the Centennial School District to consider purchasing property from <br />the adjacent residential land owners. Centennial School District has now completed <br />acquisition of the residential property and has requested that this property be rezoned <br />Public, Semi -Public (PSP). The purpose of the PSP district is to aid in guiding <br />development towards fulfillment of the Comprehensive Plan to serve the following <br />functions: <br />A. To provide the community with properly located schools, colleges, and health <br />institutions. <br />B. To provide the community with properly located public services and utilities. <br />C. To provide the community with properly located green space, parks, playgrounds <br />and recreational facilities. <br />D. To relate public and semi-public locations with thoroughfare systems. <br />Ms. Wyland explained that in reviewing the rezoning request, the Planning and Zoning (P <br />& Z) Board and the City Council should consider its possible adverse effects. Judgments <br />should be based upon but not limited to, the following factors: <br />A. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />PAGE 13 <br />
