CITY COUNCIL MARCH 25,1996 <br />CONSIDERATION OF RESOLUTION NO. 96 - 36, EARTH DAY <br />PROCLAMATION, JACKIE CONSTANT <br />Ms. Constant explained that the annual Earth Day clean-up ami celebration activities are <br />scheduled for Saturday, April 20, 1996. The activities will be held at the Joseph E. <br />Wargo Nature Center. This event is being shared with the surrounding communities of <br />Circle Pines, Centerville and Lexington. Celebration activities will include <br />representatives from the four (4) cities. The activities will include reading the Earth Day <br />Proclamation. Ms. Constant read the proclamation and asked the City Council to adopt <br />Resolution No. 96 - 36 proclaiming April 20, 1996 Earth Day in Lino Lakes. <br />Council Member Kuether moved to adopt Resolution No. 96 - 36. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 33 can be found at the end of these minutes. <br />PLANNING AND ZONING REPORT, MARY KAY WYLAND <br />Site Plan, Lift Stations, Metropolitan Council Environmental Services (MCES), <br />Ware Road - Ms. Wyland explained that a request to construct a building resembling a <br />single family home on Outlot A and Outlot B, Pine Ridge, Third Addition has been <br />presented for Planning and Zoning Board and City Council review and approval. The <br />building will house a MCES sanitary sewer lift station. The construction of the lift <br />station is critical in order to handle increasing sanitary sewer needs for the City of Lino <br />Lakes. Construction of this project was originally anticipated for late 1995 and is now <br />expected to be complete in the fall of 1996. The MCES has already held public hearings <br />and neighborhood meetings concerning the construction of the force main that will <br />service this lift station and actual construction of the main is anticipated in the near <br />future. The force main will run south on Ware Road and then west on Ash Street (County <br />Road J) to approximately Lexington Avenue where it will connect with an existing <br />interceptor. Ms. Wyland used the overhead project to show the intended location of the <br />building. <br />This item is being presented to the City Council for review because any construction, <br />other than single family construction, in a Single Family (R-1) residential district requires <br />a site plan review. <br />SITE EVALUATION <br />The proposed construction will consist of a building approximately 1100 square feet in <br />area which is very similar to a single family home. It will include the appearance of a <br />double garage, driveway, extensive landscaping, and brick facade on the building. The <br />building will be located on Outlot A of the Pine Ridge, Third Addition, however, a <br />portion of the underground utilities will extend onto Outlot B.
