• <br />• <br />COUNCIL WORK SESSION APRIL 15, 1996 <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />: April 15, 1996 <br />. 4:30 P.M. <br />. 5:50 P.M. <br />: BERGESON, KUETHER, NEAL, LANDERS <br />: LYDEN <br />Staff members present: City Engineer, David Ahrens; Community Development <br />Director, Brian Wessel; City Administrator, Randy Schumacher and Clerk -Treasurer <br />Marilyn Anderson. <br />The purpose of the work session was to discuss street configuration in the vicinity of the <br />proposed new Centennial School District middle school on Elm Street. <br />Mr. Schumacher explained that there are three (3) important issues regarding the <br />proposed road that must be considered. These issues are safety, financing and <br />neighborhood impact, not necessarily in this order. This work session provides an <br />opportunity for the City Council to discuss with staff the various road alignment <br />proposals as well as financing. <br />Since it is important that whatever proposal is chosen be eligible for Municipal State Aid <br />(MSA) funding, Mr. Ahrens met with the Minnesota Department of Transportation <br />(MnDOT) this afternoon and another road alignment was prepared. (See attached map) <br />This alignment, titled Fi, would satisfy all criteria required for a MSA project. It does <br />keep traffic flowing near the middle school site without stopping until it reaches Lake <br />Drive. The buses leaving the middle school would have to stop before entering the <br />roadway and buses coming east on Elm Street would have to make a left hand turn into <br />the middle school driveway. Mr. Schumacher noted that this proposal has not been <br />reviewed by the Centennial School District. <br />Mr. Ahrens prepared a cost estimate for street and utility improvements needed for the <br />Centennial School District middle school based on the MnDOT proposal. The total <br />estimate is $483,000.00. The adjacent lot owner would be responsible for $5,400.00 of <br />street construction and the City would be responsible for $73, 333.00 for signal <br />installation. The balance of the costs would be the responsibility of the Centennial <br />School District. <br />Mr. Schumacher explained that he had met with Mr. McClellan last Friday to discuss <br />financing the road realignment. Mr. McClellan does understand that Centennial School <br />District will have to help finance the new road alignment. <br />PAGE 1 <br />
