COUNCIL MEETING APRIL 22, 1996 <br />state aid. He asked what is more important to the School District and the Superintendent <br />now. Because the stop light will go in on Lake Drive, MnDOT said that there will be no <br />state aid. That is why they came up with the second Option F. <br />Council Member Neal said that he and Mr. Weigold talked to over 109 people this <br />weekend. Mr. Weigold said that was great however, some of the phone calls were due to <br />the politicking of the Superintendent. He said that no meeting has had this large of a <br />crowd since the middle school question was first discussed. He also said that when the <br />middle school proposal went before the Planning and Zoning Board, Option 4 was <br />proposed. Mr. Weigold said that Option 4 is not under consideration any more. <br />Mayor Landers asked Mr. Weigold asked to speed up his presentation. <br />Mr. Weigold asked Mr. Mitchell how he knows that Option D is an undesirable traffic <br />flow from the Elm Street neighborhood? He asked Mr. Mitchell how he came up with 25 <br />kids for the future townhomes on the east side of Lake Drive? You did not show any <br />numbers for the kids coming up Second Avenue to Elm Street. The business lot in the <br />new comer created by shifting Elm Street north to Lake Drive shows a four (4) way stop <br />sign. He asked how does creating this new four (4) way intersection make the area safer <br />for the children? Mr. Weigold said that part of the misinformation is that estimates of <br />cars on Elm Street has gone from 400 cars to 800 cars and to a road design that will <br />increase traffic from 1200 to 2000 cars per day on Elm Street. Mr. Weigold asked Mr. <br />Mitchell to explain how that is safer for all the kids in Wenzel Farms, on Second Avenue <br />and all the kids over by Sunset Road that will be walking or riding their bikes to school? <br />Mr. Weigold said that Mr. Ahrens had said, "we are no longer under the gun for the Elm <br />Street improvement". He said that apparently because of the frenzy whipped up by the <br />Superintendent, he has a lot of the citizens believing there will be schools shut down if <br />this middle school is not completed as scheduled. Mr. Weigold said that he needs to <br />explain some of his comments especially about the bond issue and his coming before the <br />City Council to get additional money for road construction. He said the other issue is that <br />Options 3 and 4 included more roadway, however, the Superintendent was not asking for <br />money then. It looks that Option F is proposing only a third of the roadway proposed by <br />Options 3 and 4 and according to the Quad Press there will be a request for additional <br />money to complete that road. Mr. Weigold said that the Superintendent needs to explain <br />this. <br />Mr. Weigold asked Mr. McClellan if the Rehbein that sits on the school board is related <br />to Glenn Rehbein who will profit from the assessment plan? He presented the survey that <br />the City Council asked him to complete. This survey was requested because the City <br />Council was looking for citizens input. Mr. Weigold said again that he felt that the City <br />Council was expecting the Superintendent to go out and "whip up a frenzy" and having <br />meetings where he was telling people that he would have to close a school or that they <br />will be coming asking for money. He asked the City Council to take a look at the ethics <br />behind the Superintendent. <br />PAGE 30 <br />
