COUNCIL MEETING APRIL 22, 1996
residents, why not address their concerns. If the School District or the City does not want
to discuss or cooperative then the issue is stuck in the same position.
Mayor Landers told Mr. Weigold that he wanted to give other speakers the chance to
voice their concerns. Mr. Weigold said he did not want to take so much time, but he was
told his questions were going to get answered. Mr. Ahrens said he would talk to the
School District about Option F and then sit down with the residents and discuss the
entrance in detail. Mr. Weigold asked if there would be another mailing because it looks
like you will have to mail notices to the entire City.
Council Member Lyden asked if Mr. Weigold has specific questions he wants answered,
is it possible that he and Mr. Ahrens get together and discuss his concerns. Mr. Weigold
said that this needs to be a meeting open to all the public with another mailing. Mr.
Ahrens said that he does not want to go over any option in detail until he learns what
option the City Council is leaning toward. They may think that Option D is the best and
he does not want to talk about Option F if that is not what the City Council favors. Mr.
Ahrens said that he will talk with the City Council and then will talk to Mr. Weigold
giving details of the proposal. Mr. Weigold thanked the City Council for their time. He
said that the City Council should look at the legality of the Superintendent and Rehbein
sitting down and discussing assessments and how they dictate what the road will be and
what it will not be. He said he is no legal expert, however from a legal standpoint, the
City needs to look at this. If it was you or me looking at a road coming past our place, we
would not have to much to say about what the assessment amount will be.
Don Valenta, Council Member, City of Lexington - Mr. Valenta said since there are
children from his area that will be attending the middle school, they looked at all the
options that are before the City Council this evening. He said that his City Council voted
unanimously to support any option that would involve a signal light. As for any other
portion of the middle school proposal, only the local -residents input should be considered.
Julie Kent, 141 Wild Flower Drive - Ms. Kent said that many proposals have been
mentioned to the residents but only once was it mentioned by OSM, about how the
children who are required to walk to the middle school up Second Avenue are going to
arrive there safely. It was stated that this is where the sidewalk will be in the future. Ms.
Kent asked what is the future? Is the future when some kid walking up Second Avenue
gets killed because the traffic is now 35 mph but generally runs 40 to 45 mph? She said
with the increased traffic flow and the changes that will be made because of the new
middle school, the traffic is going to be heavier and going at a higher rate of miles per
hour. She asked again, what is the future? There was no time frame given as to when the
future sidewalk, walking trail would be installed for the children. Mr. Ahrens explained
that the trail along Lake Drive and Second Avenue are indicated as future needs of the
City because they are some of the major roadways through the City. He said Second
Avenue is a collector street, however there are no time frames as to when the walking
trails will be installed. Mr. Ahrens said that whenever the roadway is reconstructed,
which is quite far in the future, walking trails could easily be made part of that
PAGE 33
