• <br />COUNCIL MEETING APRIL 22, 1996 <br />suggested that a trail be located on the middle school property. This would be a good <br />idea since it could get the children to the park safely. Mr. Ahrens said that there will be <br />ballfields on the site but he was not aware of any playground equipment. Mayor Landers <br />said that a City park will be constructed on the east side of Lake Drive next to the Parks <br />and Recreation building. Mr. Asleson explained where this park will be located and how <br />the trail system will connect the future condominiums to the intersection where the signal <br />light is proposed. Mr. Goula said that then the City is saying that there will not be a park <br />on the middle school property. Mr. Asleson said that there will be athletic fields on that <br />property. Mr. Patrick Sarver, Site Planner and Landscape Architects for the middle <br />school, said that they have planned an on-site pathway that will wind in and around the <br />western portions the ballfields and in and around the wetland areas. This pathway will <br />connect to a pathway that eventually connects to the pathways around the entire site and <br />back to the City pathway or trailway system. Mr. Sarver said that he worked with Mr. <br />Asleson on the design, development and location of the pathways early in the site design <br />stages. Mr. Goula asked if any money has been dedicated for the pathway. Mr. Sarver <br />said that funding for the on-site pathways was included in the bond issue passed last <br />November. <br />Mr. Paul Snyder, the project architect for the middle school said that construction costs at <br />this time are unknown. He said that he could not guarantee that the pathways would all <br />be constructed when the middle school opens. Mr. Snyder said that the pathways are in <br />the plan and the grading will be done. <br />Mr. Ahrens explained that there may be some joint City and School District use and/or <br />maintenance of the ballfields. However, they will not be City facilities. Mr. Asleson said <br />that the City will cooperative as much as possible with the School District on these <br />facilities. <br />Mr. Goula said the plan is to put the pathways in but there is no money for there <br />construction. Mr. Snyder said that if the bids for the overall project come in within the <br />budget, then the pathway will be constructed. However, the project contains a number of <br />alternates that can or cannot be completed depending on whether or not the money is <br />needed to complete the middle school. The main focus is getting the middle school ready <br />for occupancy. If bids for the middle school stay on budget or come in under budget, the <br />paths will be constructed. The pathway is one of the alternates. Mr. Goula said that he <br />would like the pathway as described by Council Member Lyden. This would get the kids <br />walking to school off the street sooner. <br />Kim Holmes, 7062 Second Avenue - Ms. Holmes noted that the School District has said <br />that safety is their number one concern but yet you are making it the City's responsibility <br />to put in a walking path for the children that we have been told are required to walk. She <br />said that does not make any sense. Mr. Ahrens said that it is the School District's policy <br />to participate in the funding of trails within a mile of the school. Trails along Second <br />Avenue are not in the one mile range, so therefore, the City would be responsible for the <br />entire cost.
