SPECIAL COUNCIL MEETING APRIL 29, 1996 <br />Northern Wholesale is requesting a site plan review and minor subdivision to facilitate <br />the construction of a 100,000 square foot office/warehouse and small retailing facility at <br />the northeast corner of Cedar Street and Otter Lake Road (22nd Avenue). Approximately <br />40,000 square feet will be leased and there is an expansion area of 50,000 square feet <br />indicated on the site plan. Sewer and water utilities are in place to serve the site. <br />This site is zoned Light Industrial and is indicated as industrial on the Comprehensive <br />. Land Use Plan. The site contains approximately nine (9) acres and is proposed to be split <br />from a larger parcel to the east. The Zoning Ordinance requires a 50 foot set back from <br />both Cedar Street and Otter Lake Road. Additionally, a 40 foot landscaping buffer, 50% <br />effective, must be provided when an industrial use abuts a residential area. The <br />Clearwater Creek residential subdivision is immediately south of Cedar Street. <br />Staff recommended an improvement to Cedar Street beginning at Otter Lake Road <br />westerly to the newly constructed Clearwater Creek Drive to handle truck traffic for <br />Northern Wholesale. The project would be funded by assessments from the Clearwater <br />Creek Developer and from Northern Wholesale. Until Cedar Stree . structed, <br />Northern Wholesale has been asked to redesign their site plan k traffic <br />access from Otter Lake Road. When Cedar Street is recons e•. .' fic will be <br />using Cedar Street since the loading docks are better acc es o ja street. <br />EDAB has recommended approval of the prof wi roviding TIF to the <br />development of the site. <br />Ms. Wyland used the overhead pr <br />Zoning Board reviewed both t <br />recommended approval wj <br />med the site plan. If construction for Northern Wholesale begins <br />soon, people purch t e residential lots will be fully aware of what is happening to <br />the north of them. <br />It was noted that there is an old farm house located on the site. The house will be <br />demolished. <br />Council Member Kuether moved to approve the site plan for Northern Wholesale as <br />presented by staff. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Council Member Kuether moved to approve the minor subdivision subject to the 12 <br />conditions outlined by staff. Council Member Neal seconded the motion.
