COUNCIL MEETING JUNE 10, 1996 <br />owners are not satisfied with the present plan and development. They do not want a <br />picnic shelter and do want an informal ballfield. Mr. Peterson asked that the master plan <br />be revised so that the park contains the type and selection of equipment that all interested <br />parties can agree on before any further work is done. He said he feels that property <br />owners concerns should be given the proper consideration that they deserve because their <br />property values will be impacted by the design and content of the park. The residents <br />will have to wake up everyday and view whatever is decided upon. <br />Council Member Neal reminded Mr. Peterson that the City Council cannot take action on <br />any matter brought under open mike. He explained that today was the first time he heard <br />about this matter. Council Member Kuether asked if the residents have been involved in <br />meetings with the Park Board. Mr. Peterson explained that there have been two (2) <br />meetings and another is scheduled as he noted earlier. <br />Council Member Kuether asked if this is the park that "residents were screaming for". <br />Mr. Schumacher said yes and there has been a lot of input from the residents. Council <br />Member Neal asked if the ballfield and playground are together. Mr. Peterson said yes <br />and although the master plan has not been completed, there has been an ongoing and <br />growing list of equipment that has not been agreed upon. Council Member Neal asked <br />how do visitors get to the park. Mr. Peterson said by bike paths/walkways, however, they <br />have not been constructed and there is no money to construct them. <br />Council Member Lyden explained that he was the liaison to the Park Board and asked <br />Mr. Peterson to call him. He said he would discuss the entire issue with Mr. Peterson. <br />CONSIDERATION OF ADOPTING RESOLUTION NO. 96 - 56 ADOPTING A <br />CITY WIDE DRUG AND ALCOHOL POLICY, RANDY SCHUMACHER <br />Mr. Schumacher explained that Resolution No. 96 - 56 is important because it outlines a <br />policy for drug and alcohol testing that would not cause distrust of the employees, but <br />would rather provide for a better working environment for employees, protection of the <br />community and protect the health of the individual employee. He explained that this <br />policy should not be confused with the Federal Highway Commercial Driver's License <br />holders. <br />The policy outlines employee's rights, delineates procedures and state the City's stand as <br />a drug and alcohol free work place. <br />Mr. Schumacher explained that the language in the resolution is a combination of <br />language from several other cities. He also noted that Mr. Hawkins had reviewed the <br />resolution and is recommending that it be adopted as presented. <br />Council Member Neal moved to adopt Resolution No. 96 - 56 Adopting a City wide Drug <br />and Alcohol Policy. Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />PAGE 3 <br />
