• <br />COUNCIL MEETING JUNE 24, 1996 <br />CIRCULATION AND ACCESS: A 26 foot wide access drive off of 4th Avenue is <br />indicated on the site plan. Since there will be no access to Apollo Drive, the driveway is <br />not subject to review by the Anoka County Highway Department. The final driveway <br />location is subject to review by the City Engineer before issuance of a building permit. <br />LANDSCAPING: The landscaping plan submitted shows a variety of decorative trees <br />and shrubs along 4th Avenue and in front of the building, plus several pine trees to be <br />used for screening the parking area from 4th Avenue. The CSO has recommended the <br />pines be replaced with decorative trees so that the area is not totally screened from view. <br />LIGHTING: A detailed lighting plan was not submitted. Staff is recommending that a <br />plan be provided and reviewed by the CSO to ensure compliance with CPTED <br />recommendations prior to issuance of the building permit. <br />LOADING AND TRASH HANDLING: The trash handling area was not included on <br />the site plan. It is proposed to be located and screened on the northeast side of the <br />building on the concrete pad. <br />SIGNS: All signs must conform with the Sign Ordinance. <br />UTILITIES AND DRAINAGE: Plans for utilities, drainage and site grading will be <br />subject to review and approval by the City Engineer. Utilities will be available to serve <br />the site. The RCWD must also review and approve the drainage, ponding and grading <br />plans. <br />HAZARDOUS MATERIALS: No hazardous materials are used on the site. An <br />underground storage tank shown on the site plan contains water for testing equipment. <br />ROOF TOP HEATINGIVENTILATING UNITS: <br />construction project. <br />No roof top units are involved in this <br />Staff recommended', approval of the site plan review with the following conditions: <br />1. Proper building permits be obtained prior to any construction on the site. The <br />building permit shall include a deposit of 1% of construction costs to ensure completion <br />of all site improvements. <br />2. The applicant sign a development agreement and post financial guarantees as <br />specified by the City prior to issuance of the building permit. <br />3.
