• <br />• <br />COUNCIL MINUTES AUGUST 12, 1996 <br />Council Member Bergeson expressed confusion as to why the sanitary sewer is routed under the <br />freeway twice and ultimately to the metro collector. Mr. Ahrens explained that extension from <br />Elm Street was explored; however, the sewer line runs out of sufficient depth to serve the Town <br />Center area. Additionally, the proposed design is consistent with the Comprehensive Plan. <br />Council Member Neal asked about the traffic signal. Mr. Ahrens indicated that a signal <br />justification report had been submitted to MnDOT in that regard. <br />Council Member Bergeson requested a status report on the traffic signal. <br />Council Member Bergeson moved to adopt Resolution No. 96 - 91, as presented. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 91 can be found at the end of these minutes. <br />Consideration of Approval of Consulting Engineer Agreement/Transportation Plan - SRF <br />Consulting Group, Inc. - Mr. Ahrens explained that pursuant to Metropolitan Council rules, the <br />City is required to update its Comprehensive Plan, which includes a transportation component. <br />Preliminary work began with the formation of a task force steering committee. Mr. Ahrens <br />stated that Staff interviewed and received a proposal from SRF Consulting Group, Inc. to prepare <br />a transportation plan component for the Comprehensive Plan and to assist the steering committee <br />with transportation issues or questions. <br />Mr. Ahrens presented a draft agreement to Council which outlines the scope of services and basis <br />for payment to SRF. A not -to -exceed amount of $21,500 is included for the transportation plan <br />with additional cost allowance for attendance by SRF representatives at general and public <br />informational meetings as well as special area meetings as they may arise. These additional costs <br />might include $1,000 to $3,000 per study area, as well as $30,000 to $40,000 for the <br />transportation plan, depending upon the number of meetings and special area studies required. <br />Council Member Kuether asked if this expense has been considered in the 1996 and/or 1997 <br />budgets. Mr. Ahrens explained that a portion of the proposed cost would come from the 1996 <br />budget from the consulting and engineering services area, with the balance from the 1997 budget <br />as a specific transportation plan line item. <br />Council Member Bergeson asked if the City takes competitive bids on this type of project. Mr. <br />Ahrens explained that Staff members interviewed a total of 3 firms, and accepted the most <br />competitive bid as well as the most competent agency. Council Member Bergeson expressed <br />concern regarding the high cost suggested for the proposed service. <br />Council Member Kuether asked how the special studies will be ordered. Mr. Ahrens explained <br />that the Comprehensive Plan committee will make these recommendations. <br />• Council Member Kuether asked if efforts in connection with previous studies might be <br />duplicated by the proposed service.
