• <br />• <br />COUNCIL MINUTES AUGUST 12,1996 <br />1997 Budget - Council Member Bergeson explained that the question had been raised at a recent <br />Council work session as to whether money from the closed bond fund could be used for the <br />current operating fund. He indicated that the answer to this question is included in the <br />management letter accompanying the City's audit letter, which suggests certain ratios to be met <br />prior to removing any money from a bond fund. <br />Consideration of a Block Party Request, Red Hawk Trail Cul-de-sac, Marilyn Anderson - <br />Ms. Anderson presented this request to hold a block party in the cul-de-sac at the end of Red <br />Hawk Trail. A map was provided showing the precise location of the proposed block party, <br />which is planned for August 24, 1996 from 2:30 p.m. until 10:00 p.m. Ms. Anderson added that <br />the Police Department and the Public Works Department have been given information regarding <br />the party. The Public Works Department will provide barricades to block the cul-de-sac, and a <br />Police patrol car will visit the site while the party is in progress. Ms. Anderson recommended <br />approval of this request. <br />Council Member Neal moved to approve the block party request for Red Hawk Trail cul-de-sac, <br />as presented. Council Member Lyden seconded the motion. Motion carried unanimously. <br />Glenview Avenue Signs - Council Member Neal questioned placement of "no parking" signs on <br />Glenview Avenue. Mr. Schumacher explained that a Public Works employee cannot unilaterally <br />place signs; Council must approve such activity. Mr. Ahrens stated that there is a sight -line <br />problem in that vicinity, and feels that the signs are justified. He added that he would prepare a <br />report for presentation to Council at its next work session. <br />ADJOURN <br />Council Member Neal moved to adjourn at 8:50 p.m. Council Member Lyden seconded the <br />motion.
