• <br />• <br />COUNCIL MINUTES SEPTEMBER 9,1996 <br />Consideration of Approval of Consulting Engineer Agreement - Remedial Investigation for <br />Underground Storage Tank Removal - Mr. Ahrens gave the following background for this <br />item: The City currently has an underground storage tank and fuel dispensing system that has <br />been replaced by a new fuel storage tank and fuel dispensing system. The abandonment of the <br />existing system must follow Minnesota Pollution Control Agency (MPCA) rules that include the <br />following phases: <br />1. Pre -removal Site Assessment - This phase is complete with the report sent to the MPCA. <br />The report states that the existing underground storage tanks "appear to be associated <br />with a petroleum release" and remedial actions are required to be taken. <br />2. Remedial Investigation - This is the current phase of the cleanup project. This phase <br />determines the degree and extent of the contamination. <br />3. Prepare cleanup plan - The Corrective Action Design includes a specific plan to achieve <br />soil cleanup goals. <br />4. Perform cleanup. <br />5. Apply for reimbursement from Petrofund. <br />Each phase of the cleanup process is eligible for Petrofund assistance. This assistance can be up <br />to 90% of the cost to perform each of the above-mentioned phases. Ineligible costs are the <br />responsibility of the City and have been included in the 1996 budget. <br />Mr. Ahrens stated that two proposals were solicited per MPCA rules to perform a remedial <br />investigation of the release site. Wenck Associates, Inc. submitted a proposal in the amount of <br />$8,558, and STS Consultants, Ltd. submitted a proposal in the amount of $8,968. Although STS <br />Consultants performed Phase 1 of the work and has some local knowledge of the site cleanup, <br />Staff recommended that Wenck Associates receive approval to perform the remedial <br />investigation work. <br />Mayor Landers asked for clarification as to payment for these services. Mr. Ahrens explained <br />that the City pays for the services and is reimbursed through Petrofund. <br />Mayor Landers asked about the timeline for total cleanup. Mr. Ahrens explained that it is <br />expected to have cleanup completed this Fall. <br />Council Member Kuether moved to approve the consulting engineer agreement with Wenck <br />Associates, Inc. for remedial investigation for underground storage tank removal, as presented. <br />Council Member Lyden seconded the motion. Motion carried unanimously. <br />Consideration of Resolution No. 96 -116, Approving Agreement with St. Paul Water <br />Utility, Birch Street Trunk Watermain Project - Mr. Ahrens explained that this construction <br />of the Birch Street trunk watermain project is essentially complete, having extended the City's <br />trunk watermain from the intersection of Sherman Lake Road and Birch Street to Otter Lake <br />Road east of 35E. The project included the crossing of St. Paul Water Utility right-of-way <br />located approximately 300 feet east of Sherman Lake Road along Birch Street. The Board of <br />Water Commissioners approved the subject Agreement on July 8, 1996, requesting that Council <br />approval be obtained for the Sixth Rider to the 1966 Agreement between the Board of Water <br />Commissioners and the City of Lino Lakes. <br />
