COUNCIL MINUTES NOVEMBER 20, 1996 <br />information. She stated she feels there needs to be more homework done before a decision is <br />made. <br />Arnie Enzel, 6632 Pelican Place, stated he agrees with the majority of the comments made but <br />believes some of the "nuts and bolt" questions need to be answered. He asked if there is <br />organized hauling, will they be able to put out extra or larger pieces of garbage, and not be <br />charged. <br />Ms. Constant stated this will be part of the contract and service provided if it is an issue for the <br />residents. She explained the contract can include volume based pricing if it is a concern of <br />residents and the decision of the Council. <br />Mr. Enzel asked if there will be one collector for the entire City of Lino Lakes or if several <br />haulers will have specific sections in the City. Council Member Kuether stated that this has not <br />yet been decided. <br />Mayor Landers explained the purpose of the meeting tonight is to obtain public input and this is <br />an open question and impossible to answer at this time. <br />Warren Bachman, 1487 Ash Street, stated we should have better things to do than worry about <br />the number of trucks that are going down the road. He asserted this is socialism, communism, <br />and the residents should have the freedom to pick their church, store, and garbage collector. He <br />stated he does not know where the engineer got his figures from but he does not believe the <br />statement. Mr. Bockman asked what size and weight of car is being used in the comparison <br />about garbage trucks. <br />Don Dunn, 6885 Black Duck Drive, Vice -Chairman of the Charter Commission, stated he would <br />like to voice his personal opinions. He explained that about two years ago, the City Council <br />came to the Charter Commission to ask for help to revise the Charter to allow for road <br />reconstruction. He stated the Charter Commission responded to that request but the Council <br />votedit down. Therefore, the City does not have a decent remedy for reconstructing roads. Mr. <br />Dunn stated there has been a lot of pressure put on the Council to do something about road <br />repairs, such as on Black Duck Drive. He stated we need to keep an open mind from the Charter <br />standpoint about what the Council is trying to do in being responsive to that pressure. <br />Mr. Dunn stated as an individual resident he feels like the majority to support free enterprise for <br />garbage haulers. He stated he understands the Council is trying to help alleviate road problems <br />and suggested the City is trying to work with haulers and listen to what the people want. He <br />stated he supports free enterprise but is disappointed in the haulers in that he has been told that <br />attempts were made to work out solutions in reducing the number of trucks, traffic, and <br />decreasing the number of days, but it fell on deaf ears. Mr. Dunn stated he is glad they are now <br />willing to work with the City to get some of these things the City is looking for. He stated less <br />traffic results in less danger to children and less damage to the road. Mr. Dunn stated he has an <br />excellent hauler and gets all the service he needs. He again suggested the City work together <br />with the haulers who have indicated they have an open mind. <br />PA( <br />2 <br />
