• <br />COUNCIL MINUTES NOVEMBER 20, 1996 <br />the late 1980's as they wanted to add recycling so they established a task force that recommended <br />volume based garbage rates which will encourage the recycling program. Ms. Link advised that <br />Circle Pines is one of the major recyclers in Anoka County and has met one of the State <br />mandates in requiring all residents to be on the collection system. She stated they have liked <br />having a single hauler contract which also means they only have one hauler to call if a problem <br />occurs. <br />Randy Haggarty, Centerville, stated he has nothing new to add to previous statements. He <br />explained they have organized collection and met and surpassed their recycling goals with a one - <br />hauler system. Mr. Haggarty stated organized collection results in less wear and tear on City <br />streets, is less complicated in a complex waste environment, and problems are resolved in a more <br />efficient and uniform way. He stated they are happy with their current system of organized <br />collection and he does not foresee it changing when it is considered for renewal next year. <br />Ed Seeckon, 889 Main Street, asked if the contract will be given to the hauler that pays the City <br />the most. Mayor Landers explained that as with other bids the City awards, the low bidder will <br />be considered as long as they are a reliable company. <br />Council Member Neal asked if the garbage hauler will be changed each year as the contract <br />comes up for renewal; if it will be a one year contract. Mayor Landers stated this has not been <br />determined yet. <br />Ms. Constant explained the Solid Waste Committee has not researched this area but customer <br />service issues can be worked out and included as part of the contract. She explained that pricing <br />may not be the number one issue for the contract award. <br />Council Member Kuether stated the calls she has received have indicated that customer service <br />and cost are the two main issues, that they go hand-in-hand. <br />Council Member Neal asked if residents will all be paying the same amount for hauling service. <br />He explained situations where some residents are eligible for discounts but are not aware of it <br />and don't ask for it. Ms. Constant clarified if organized collection is approved, the same amount <br />will be paid from house to house. <br />Council Member Neal stated the only concern he has heard is about the early morning noise <br />when garbage is picked up. <br />Ms. Constant read a letter from Jean Kuehn, Columbia Heights Recycling Coordinator, <br />indicating they have used an organized collection service for about 12 years and found benefits <br />of lower rates, unlimited collection including curbside pickup of recyclables and appliances, <br />recycling center service, service above and beyond including collection of branches during the <br />winter months after an ice storm (at no additional cost to residents or city), one -call problem <br />resolution, door pickup (rather than curb pickup), all collections on the same day, and city <br />billing. <br />PACrN <br />
