Wk. &e S'S 1 th," l ( q <br />Lino Lakes Public <br />Safety Department <br />Memo <br />DATE: August 25, 2014 <br />TO: Mayor Reinert & members of the City Council <br />FROM: John Swenson, Public Safety Director <br />RE: Fire Cross Trained City Staff <br />As part of the fire integration, staff has identified current City staff as potential resources <br />for fire personnel. Staff has reviewed applicable federal and state laws, guidance from <br />the Minnesota League of Cities, and reviewed practices of other Minnesota cities to <br />determine the best course of action on this matter for the City of Lino Lakes. <br />In order to address applicable labor laws and remain fiscally responsible with the City's <br />funds. Staff is recommending that the Council adopt a City Policy that provides an <br />additional $1.30 per hour to any current staff member that volunteers and successfully <br />completes all required firefighter training and certification. For full time staff (2080 <br />hours) this Fire Services stipend would equate to $2,704 annually per employee. <br />If fire trained staff responded to calls beyond their 40 hour work week overtime rates <br />would apply. After detailed analysis of the last two years of call data the need for staff to <br />respond beyond their 40 hour work week would be minimal. <br />City Staff would not be allowed to participate in the Statewide Lump -Sum Volunteer <br />Firefighter Retirement Plan. Therefore the City would realize a cost savings in the fire <br />pension costs. <br />Staff utilization in this manner would provide improved and efficient fire services. <br />Staff is providing this information for Council review, comment and consideration in <br />continuing 2015 Budget discussion. <br />ONE VISION.
