Wk. &e S'S 1 th," l ( q
Lino Lakes Public
Safety Department
Memo
DATE: August 25, 2014
TO: Mayor Reinert & members of the City Council
FROM: John Swenson, Public Safety Director
RE: Fire Cross Trained City Staff
As part of the fire integration, staff has identified current City staff as potential resources
for fire personnel. Staff has reviewed applicable federal and state laws, guidance from
the Minnesota League of Cities, and reviewed practices of other Minnesota cities to
determine the best course of action on this matter for the City of Lino Lakes.
In order to address applicable labor laws and remain fiscally responsible with the City's
funds. Staff is recommending that the Council adopt a City Policy that provides an
additional $1.30 per hour to any current staff member that volunteers and successfully
completes all required firefighter training and certification. For full time staff (2080
hours) this Fire Services stipend would equate to $2,704 annually per employee.
If fire trained staff responded to calls beyond their 40 hour work week overtime rates
would apply. After detailed analysis of the last two years of call data the need for staff to
respond beyond their 40 hour work week would be minimal.
City Staff would not be allowed to participate in the Statewide Lump -Sum Volunteer
Firefighter Retirement Plan. Therefore the City would realize a cost savings in the fire
pension costs.
Staff utilization in this manner would provide improved and efficient fire services.
Staff is providing this information for Council review, comment and consideration in
continuing 2015 Budget discussion.
ONE VISION. ONE MISSION. LINO LAKES PUBLIC SAFETY DEPARTMENT.
