He noted that the Charter Commission proposed an 81 amendment to the City Charter that would provide for the establishment of four wards in the city. 82 The amendment seeks to draw boundaries for districting and redistricting when necessary and to 83 provide funds for the efforts. His review of the proposed amendment discovered issues on who can 84 draw boundaries (the city council is authorized by statute), the timeline for the process, and funding. 85 Because of those issues, it is his recommendation that the amendment not be forwarded to the ballot. 86 87 Council Member Rafferty moved to approve Resolution No. 14-77 as presented.
