He noted that the Charter Commission proposed an <br />81 amendment to the City Charter that would provide for the establishment of four wards in the city. <br />82 The amendment seeks to draw boundaries for districting and redistricting when necessary and to <br />83 provide funds for the efforts. His review of the proposed amendment discovered issues on who can <br />84 draw boundaries (the city council is authorized by statute), the timeline for the process, and funding. <br />85 Because of those issues, it is his recommendation that the amendment not be forwarded to the ballot. <br />86 <br />87 Council Member Rafferty moved to approve Resolution No. 14-77 as presented.
