COUNCIL MINUTES OCTOBER 13, 1997 <br />• Council Member Kuether moved to approve SECOND READING, Ordinance No. 27 - 97, as <br />presented. Council Member Neal seconded the motion. Motion carried unanimously. <br />Ordinance No. 27 - 97 can be found at the end of these minutes. <br />PUBLIC HEARINGS, 1997 ASSESSMENT ROLLS, DAVID AHRENS <br />Mr. Ahrens explained that eight assessment rolls are being presented for consideration and <br />adoption at this time for projects completed last year and earlier this year. He further explained <br />that upon adoption of the assessment resolutions there is a 30 -day window within which each <br />property owner will have the opportunity to pay the amount of the assessment in full and <br />eliminate accrual of interest. Otherwise the amount of the assessment will be included on <br />property tax statements over a 15 -year period. <br />Mayor Landers asked if publication was required. Mr. Ahrens indicated that forwarding of <br />notification to property owners satisfied any such requirement. <br />Mr. Ahrens recommended that Council first hear presentations on each of the eight projects, and <br />then receive input from the property owners before considering adoption of the related <br />resolution. <br />Clearwater Creek, Second Addition, John Powell - Mr. Powell explained that this project, <br />located east of Otter Lake Road, completes the Clearwater Creek Second Addition development. <br />Mr. Powell stated that this project was developer financed, with all construction -related costs <br />paid directly by the developer. Thus, the only construction costs to be assessed are for <br />bituminous wearing course, which will be placed under a future City contract. Typically the <br />wearing course is installed after 80% of the lots have been developed.
