COUNCIL MINUTES NOVEMBER 10, 1997 <br />Mayor Landers asked for a date when it would no longer be safe to pump septic systems. Mr. <br />Kluegel speculated that the end of November might be possible, depending upon the weather. <br />Council Member Neal suggested that Mr. Kluegel monitor this situation carefully, and report any <br />problems to the Council. Mr. Kluegel indicated that he would work with other Staff to prepare <br />an additional report to Council on this matter. <br />Council Member Kuether moved to accept the Third Quarter Building Report, as presented. <br />Council Member Neal seconded the motion. Motion carried unanimously. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT, BRIAN WESSEL <br />Update, Comprehensive Land Use Plan - Mr. Wessel commented that commercial value is <br />beginning to appear on the building permit report. He suggested that this is the beginning of a <br />good, strong trend. <br />Mr. Wessel then reminded Council that that the Comprehensive Plan task force and joint sessions <br />continue, the next one being on November 20, 1997, at 6:00 p.m. at City Hall. He added that <br />these sessions are important, as they provide a basis for recommendation to the neighborhoods <br />by February or March regarding a philosophy of growth for the community. The goal remains <br />mid year for submission of the Comprehensive Plan for Council approval, and the January 14, <br />1998 Planning & Zoning Committee meeting date remains the target for this action. <br />PLANNING AND ZONING BOARD REPORT, MARY KAY WYLAND <br />SECOND READING, Ordinance No. 32 - 97, Rezone Highland Meadows (4/5ths Vote) - <br />Ms. Wyland explained that Council approved the preliminary plat and the first reading of this <br />ordinance at its October 27, 1997 meeting. Action at this time represents the second reading to <br />rezone the Highland Meadows site to a planned development overlay with a portion of the site <br />being zoned R-3 for medium density housing. <br />Council Member Neal requested additional information regarding traffic issues, proposed road <br />reconstruction, and what area of the project the reconstruction roadway would serve. Ms. <br />Wyland responded by reviewing action thus far with respect to this project. She explained that <br />neighborhood meetings have been held and feasibility studies accomplished, and that the <br />developer has agreed to all additional requirements as stipulated by the City. <br />Council Member Neal asked about the proposed speed limit. Mr. Ahrens indicated that 30 miles <br />per hour is required by State law. <br />Council Member Neal then spoke on behalf of a citizen who feels that the proposed project is not <br />in accordance with the 20/20 Vision policy. Ms. Wyland responded that the 20/20 Vision project <br />called for multiple development throughout the community, and that this project adheres to that <br />recommendation. <br />5 <br />
