• <br />COUNCIL MINUTES DECEMBER 15, 1997 <br />critical to completion of the project on schedule, especially with regard to the Early Childhood <br />Learning Center. Mr. Wessel reminded Council of the process which resulted in selection of <br />Adolfson & Peterson as the preferred construction management team. In addition to <br />considerable experience, A&P's proposal was lowest among the three finalists at $310,847. <br />Council Member Lyden asked what percentage of the overall budget would be represented by <br />construction management cost. Mr. Wessel indicated approximately 7%. <br />Council Member Lyden asked about responsibility in the event the project cannot be completed <br />within the proposed budget. Mr. Wessel indicated that a guarantee would be sought which <br />would eliminate that possibility. Mr. Adolfson explained that as work on the project progresses <br />and bids are let, it will be certain that the project will be completed within the proposed budget. <br />He assured Council Member Lyden that a guarantee would be forthcoming. <br />Council Member Bergeson asked about the proposed interest rate. <br />Council Member Neal stated that a guarantee should specify that the City will not be responsible <br />for any overage. <br />Council Member Kuether moved to approve contracting with Adolfson & Peterson for <br />construction management of the public facilities complex, pursuant to the guarantee condition to <br />be agreed upon by Staff. Council Member Neal seconded the motion. Motion carried, with <br />Council Member Lyden voting no. <br />PLANNING AND ZONING DEPARTMENT REPORT, MARY KAY WYLAND <br />Consideration of a Minor Subdivision, North Suburban Development, 801 Main Street - <br />Ms. Wyland explained that North Suburban Development is requesting a minor subdivision that <br />would split an existing homestead and one acre of property from the balance of the parcel, which <br />consists of approximately 40 acres. The purpose of the proposed subdivision is to allow for the <br />sale of the existing home, holding the balance of the land for future development. The subject <br />property is zoned R-1 Residential, and is located within the MUSA boundary; however, utilities <br />are not available to serve this site. <br />Section 3, Subd. 3.A.2.b.2 of the City's Zoning Ordinance provides "Habitable single family <br />homes constructed prior to July 13, 1992 may reduce their lot size to a minimum of one (1) acre <br />if the balance of the property results in a parcel of ten (10) acres ..." <br />Ms. Wyland stated that North Suburban Development desires to develop the balance of the <br />property at a later date. Utilities are proposed to be extended to the Lino Elementary School in <br />mid 1998, although the project has not been ordered to date. The existing home is currently on a <br />well and septic system. Staff recommended that the applicant provide information to the City <br />indicating that there is an alternate site for a septic system should the existing system fail. <br />11 <br />
