COUNCIL MINUTES DECEMBER 15, 1997 <br />• CONSIDERATION OF THE CENTENNIAL MIDDLE SCHOOL SITE AGREEMENT <br />• <br />Mr. Tesch explained that the City of Lino Lakes and the Centennial School District entered into <br />their first site agreement for shared facilities in 1992. The subject agreement is the second of its <br />kind, the first being with the Centennial Elementary School. Through this arrangement the <br />District builds facilities on its property and the City maintains them. The facilities proposed in <br />connection with the subject agreement are three softball fields, four athletic fields, one baseball <br />field, eight tennis courts, and a gymnasium. The obvious advantage to this arrangement is that <br />the City is able to use these facilities on a priority basis without the capital expense, allowing for <br />expanded recreational opportunities to the community. <br />Council Member Lyden moved to approve the Centennial Middle School Site Agreement, as <br />presented. Council Member Bergeson seconded the motion. Motion carried unanimously. <br />ATTORNEY'S REPORT, BILL HAWKINS <br />Consideration of a Draft Sign Ordinance Amendment, No. 38 - 97 - Mr. Hawkins explained <br />that pursuant to Council direction a draft ordinance with respect to treatment of campaign signs <br />is presented for consideration. <br />The draft sign ordinance is based upon comments made in a previous meeting by Mr. DeMotts, <br />as well as on the suggestion by Council Member Neal that signs be posted no sooner than two (2) <br />weeks before election and the following suggestions by Council Member Bergeson: <br />1. Signs are limited in size to 24 inches by 48 inches or less <br />2. Only two (2) signs per candidate per residential lot are allowed <br />3. In rural and non-residential zones, signs are limited to one sign per candidate every 100 feet <br />4. No signs are allowed until 18 days prior to election <br />5. All signs must be retrieved within five (5) days following the election <br />Council Member Bergeson stated that one candidate had expressed concern that the proposed <br />posting of signs for not more than 18 days prior to election does not allow enough time. Mayor <br />Landers indicated that the suggested change is from 18 days to 30 days. Council Member <br />Kuether indicated that 18 days is sufficient. <br />Mayor Landers pointed out that review of the current sign ordinance violation allows for 10 days <br />to correct such a violation. He suggested that the "10 days" be reduced significantly, so long as <br />it would include a weekend. <br />Council Member Kuether recommended that the Police Department not be issued the <br />• responsibility of enforcing this ordinance through responding to complaints. <br />
