• <br />COUNCIL MINUTES DECEMBER 15, 1997 <br />Council Member Neal asked about heating for the complex. Mr. Bulbuuan explained that the <br />central boiler plant will provide heat to all of the facilities. <br />Council Member Neal asked about an emergency generator. Mr. Bulbuuan explained that an <br />exterior emergency generator is proposed. <br />Council Member requested clarification that the complex will contain a sprinkler system for fire <br />protection. He then asked about the order in which the buildings would be constructed. Mr. <br />Wessel explained that need dictates construction of the Early Childhood Learning Center to meet <br />the previously agreed upon schedule. The Police Department would be next, followed by City <br />Hall. <br />Mr. Parker assured Council that all issues and concerns will be addressed. <br />Council Member Bergeson commented that certain grants are available with respect to <br />generators. Mr. Wessel indicated that this issue would be explored. <br />Mr. Bulbuuan stated that approval of the schematic design at this time is critical to the overall <br />schedule. Groundbreaking is planned for May of 1998, with the Early Childhood Learning <br />Center available for occupancy by November. He expressed confidence that all issues can be <br />addressed and the schedule met. Mr. Bulbuuan added that the cost estimate is currently below <br />the $5.8 million limit. <br />Council Member Neal asked if union workers would be employed on this project. Mr. Bulbuuan <br />stated that he did not know at this time. The construction manager will provide that information. <br />Council Member Neal expressed concern regarding the possibility of a worker strike. Mr. <br />Bulbuuan explained that the construction manager would also address that issue. <br />Council Member Bergeson asked if the purchase of the Funkhauser property provided for the <br />emergency police exit. Mr. Wessel indicated that it did. <br />Council Member Lyden requested clarification that the City did not yet actually own the <br />Funkhauser property referred to above. Mr. Wessel stated that title had not yet been transferred. <br />Council Member Neal requested clarification of the total square footage of the complex. Mr. <br />Bulbuuan explained that mechanical housing is included in that figure. <br />Council Member Neal pointed out that police garages had been eliminated from the plans. <br />Council Member Kuether stated that garages for police vehicles is imperative to this project. <br />Chief Pecchia explained that it would be more beneficial to add the garages at a later date in <br />order to allow for a 16,000+ square -foot facility at the onset, within budget. <br />
